This document provides responses to vendor questions regarding the Roof Requirement contract at Fort Leavenworth.

• Number of Buildings: Fort Leavenworth has over 1,000 structures, but service is prioritized based on mission-critical infrastructure and budgetary parameters. Not all buildings may be serviced annually.
• Square Footage: Preliminary square footage data is provided as a starting point for identified repair/replacement buildings, but contractors must conduct on-site measurements for final estimates.
• Roof Sizes: Roof sizes vary significantly, from small sheds to large facilities. Descriptions do not guarantee exact dimensions or workload volume.
• Replacement vs. Repair: The contract is a Requirements contract; the number of full replacements versus partial repairs will be determined by need and priority.
• Roofing Systems: No master inventory of roofing systems (e.g., TPO, metal, shingles) exists. Selection is based on operational priority and budget, not a predetermined schedule.
• Sample Task Orders/Historical Data: Specific task orders and historical contract data will not be released due to the competitive nature of the procurement.
• Pricing Spreadsheet: Fields in the pricing spreadsheet are locked, except for field G168 on the Base Year, Option Year 1, and Option Year 2 tabs, where bidders will enter their coefficient.
• Bid Guarantee: Refer to FAR Clause 52.228-1 for bid guarantee requirements.
• CMMC Requirements: CMMC Level 1 or Level 2 requirements are not currently applicable to this contract.

Clarifications address the scope of work, estimation procedures, and submission requirements, particularly regarding the pricing spreadsheet and bid guarantee. Bidders should note that on-site measurements are required for accurate estimates and that the contract is a Requirements contract with no guaranteed minimum workload.

Amendment / Modification

This amendment (0001) to Solicitation W91QF426BA002, originally dated 22 April 2026, provides Questions and Answers collected from the Site Visit.

• Section A - Solicitation/Contract Form: The Issuing Office address has been updated.

• Section J - List of Attachments: The attachments table has been updated to include "Attch-7 Bid Sheet Roof Reqmts_20260415" and "Attch-6 Project Specifications.pdf". A new attachment, "Roof Requirements Questions and Answers_20260511" (5 pages), has been added.

• Section L - Instructions, Conditions, & Notices to Offerors or Quoters:

  • The Site Visit date has been changed to Thursday, 30 April 2026 at 10AM CST.
  • The deadline for submitting questions in writing has been changed to Thursday, 07 May 2026 at 2pm CST.
  • The bid submission deadline remains Tuesday, 26 May 2026 at 2:00 P.M. Local Time (Central Standard Time).
  • The address for bid submission has been updated.
  • The required bid documents (Tabs 1-5) are detailed, including specific requirements for the Bid Guarantee (20% of bid price) and Responsibility Documents (Bonding Capacity, Financial References, Performance References).

• The deadline for submitting questions has been extended to May 7, 2026.

• The bid submission deadline remains May 26, 2026.

• The Questions and Answers are provided as part of this amendment, impacting bidder understanding of requirements.

Form / Attachment / Pricing Sheet

This document is an Excel spreadsheet containing detailed pricing information for roofing requirements, broken down by CLIN (Contract Line Item Number), item description, estimated quantity, unit of measure, line item cost, and total cost. It covers base year and option years 1 and 2, detailing various roofing tasks including demolition and construction.

• Demolition: Extensive list of items for demolition, including brick, stone, various sheathing types, rafters, fascia boards, soffits, cornice molding, insulation, roofing membranes (shingles, EPDM, PVC, Modified Bituminous), flashing, gravel stops, downspouts, gutters, drip edges, roof jacks, ridge vents, and circular roof vents.
• Construction: Corresponding construction items for replacing or installing new roofing components, including decking, sheathing, rafters, cant, sister rafters, fascia boards, soffits, molding, insulation (fiberboard, perlite, polyisocyanurate), shingles, underlayment, ice and water shield, slate roofs, metal roofs (standing seam, flat seam), modified bituminous membrane, liquid applied roofing, flashing systems, and gutters.
• Administrative: Items for roof height adjustments and slope adjustments.
• Option Years: Separate sections detail pricing for Option Year 1 and Option Year 2, with slight variations in unit costs compared to the base year.
• Totals: Subtotals are provided for each section (Base, Option Year 1, Option Year 2), with a final 'Contract Total' section showing zero for contractor co-efficient and total, indicating this is a pricing breakdown rather than a final contract value.

This pricing sheet is crucial for bidders to understand the estimated costs associated with various roofing tasks.
