Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional Teleradiology Clinical services for radiology examinations performed throughout the Veterans Healthcare System of the Ozarks (VHSO) to address physician personnel shortages and provide preliminary and final radiology interpretation for exams performed during business hours, after hours, weekends, and holidays.

• Provide off-campus image interpretation via network connection to the VA informatics system.

• Include immediate communication of results for STAT or critical emergent test results.

• Services to be performed by U.S.-based corporations with board-certified or Board Eligible Radiologists.

• Contractor must provide all necessary professional personnel, technical support, equipment, telecommunication, supplies, and supervision.

• Services shall be performed within the territorial borders of the United States.

• Interpretation services cover General Radiologic Procedures (X-ray), CT, CTA, Ultrasound (U/S), MRI, and MRA.

• Routine reports: Interpreted, finalized, and electronically signed within 24 hours of image receipt.

• STAT reports: Verified within 60 minutes of request. Critical/emergent results require immediate telephone communication to the referring physician and documentation.

• Contractor performance will be monitored via Quality Assurance Surveillance Plan (QASP).

• Key performance measures include timeliness of reports (100% routine within 24 hrs, 100% STAT within 1 hr), provider quality performance (98% acceptable), qualifications (100% Board Certified/Eligible), scope of practice (100% compliance), patient access (98% availability), licensing/certification (100% current), mandatory training (100% compliance), and privacy/HIPAA (100% compliance).

• Services shall be provided off-site at the Contractor’s location.

• Coverage required during normal business hours (8:00 AM - 4:30 PM CST, Mon-Fri), after-hours weekday coverage (4:30 PM - 8:00 AM CST, Mon-Fri), and 24-hour weekend and holiday coverage.

• Contractor personnel must be Board Certified/Board Eligible Radiologists.

• All assigned physicians must hold a current, full, and unrestricted license to practice medicine in any state.

• Contractor must comply with VA Directives, HIPAA, and other federal regulations regarding patient privacy and data security.

• Physicians must be technically proficient in English and in the use of EHR, PACS, and Voice Recognition systems.

• Contractor must have a contingency plan for replacing key personnel.

• Contractor must ensure all personnel are free from conflicts of interest and are not on the HHS OIG List of Excluded Individuals/Entities.

• Contractor is responsible for all personnel costs, including workers' compensation, professional liability insurance, health examinations, and tax withholding.

This amendment (0007) to solicitation 36C25626Q0022 makes the following changes:

• Replaces the original solicitation's price schedule, PWS, QASP, Addendum to 52.212-1, and Addendum to 52.212-2 with new attachments.

• Price: Evaluated for reasonableness. Offerors deemed not capable based on Technical Capability or Past Performance will not be selected regardless of price.

• Award: Award will be made to the responsible offeror whose quote is most advantageous to the government, price and other factors considered.
