Bidders must understand these guidelines if they are expected to handle, store, or generate CUI as part of the contract. Compliance with these CUI handling procedures, including mandatory training and secure data management practices, is a critical requirement for performing the work and may impact proposal preparation and security protocols.

Solicitation / RFP / RFQ

This is a solicitation for a five-year requirements contract for Fluid Filter Elements (NSN: 4330-01-477-7985). The contract will establish pricing for delivery orders for discrete quantities over five one-year ordering periods. The government is procuring these filter elements under NAICS code 423860.

• Procurement of Fluid Filter Elements (NSN: 4330-01-477-7985).

• The preferred part number is CM420/87405.

• Technical Data Package (TDP) is available via SAM.gov (Attachment 0001).

• Packaging and marking requirements are detailed in Section D, referencing MIL-STD-2073-1.

• Inspection and acceptance will be at ORIGIN (Section E).

• Contract Type: Firm Fixed Price.

• Period of Performance: Five one-year ordering periods.

• Estimated quantities for each ordering year are provided in Section B (e.g., CLIN 0011: EST. 30,000 EA for the First Ordering Year).

• Bids must be submitted electronically via email to the points of contact listed in Section A.3.

• FAX, HARDCOPY (PAPER), AND DVD/CD-ROM BIDS WILL NOT BE ACCEPTED.

• Bid opening is scheduled for June 4, 2026, at 05:00 PM local time.

• Bids must be valid for a minimum of 90 calendar days.

• Evaluation will be based on the lowest total price, calculated by multiplying unit price by quantity for each CLIN.

• Bidders must complete all necessary fill-ins and representations throughout the IFB, including SF 1449, Section B, Section E, and specific clauses in Section K.

• Failure to complete all required fill-ins and representations may result in rejection of a bid.

• This acquisition is Unrestricted.

• Large businesses are required to submit a Subcontracting Plan.

• Bidders are advised to carefully read and understand the entire IFB, including Sections L and M, prior to submitting a bid.

• Questions pertaining to this IFB must be submitted via email by June 2, 2025, at 5 PM local time.

Amendment / Modification

This amendment (0001) to Solicitation W912CH-26-B-0005 serves to update the following:

• Section A.2 IFB Structure: No changes were made to the NAICS code (423860), the unrestricted nature of the IFB, or the ordering periods and delivery order procedures. The text remains the same as the original solicitation.

• Section L.9 Submission of Subcontracting Plan Sealed Bidding: The requirements for submitting a subcontracting plan have been updated. Large businesses are still required to submit a plan, and it must be submitted with the bid in accordance with A.3. Electronic Contracting. The plan is not required for small business concerns. The document emphasizes that failure to submit an acceptable plan may result in a determination of non-responsibility.

• Incorporation of New FAR Clauses: The following Federal Acquisition Regulation (FAR) clauses have been added to the solicitation:

  • FAR 52.222-90, Addressing DEI Discrimination by Federal Contractors (APR 2026).
  • FAR 52.244-6, Subcontracts for Commercial Products and Commercial Services (APR 2026) (Class Deviation 2026-00015).

• Section I - Contract Clauses (addition of FAR 52.222-90 and FAR 52.244-6)

• The deadline for receipt of offers has not been extended.

• Bidders must acknowledge receipt of this amendment. Large businesses must ensure their subcontracting plans are submitted correctly and meet the requirements outlined in the updated Section L.9.

• New FAR clauses have been added, which may impact offer preparation and contract compliance.
