Quick Summary
This is Amendment 0001 to Solicitation W912CH-26-B-0005 for Fluid Filter Elements (NSN: 4330-01-477-7985). The amendment updates FAR clauses related to Small Business Subcontracting Plans and DEI Discrimination, and adds a clause for Subcontracts for Commercial Products and Commercial Services. Bids are due June 4, 2026.
Purpose & Scope
The Department of the Army is seeking bids for a Firm Fixed-Price, five-year requirements contract for Fluid Filter Elements (NSN: 4330-01-477-7985), with a preferred part number of CM420/87405. This Unrestricted acquisition, under NAICS code 423860, will establish pricing for delivery orders over five one-year ordering periods. Inspection and acceptance will occur at ORIGIN, and packaging must comply with MIL-STD-2073-1. A Technical Data Package (TDP) is available via SAM.gov (Attachment 0001).
Key Changes (Amendment 0001)
- FAR 52.219-9 (Small Business Subcontracting Plan) has been replaced with FAR 52.219-9 Alternate I. Large businesses are still required to submit a subcontracting plan with their bid, and failure to do so may result in a non-responsibility determination.
- New FAR Clauses Added:
- FAR 52.222-90, Addressing DEI Discrimination by Federal Contractors (APR 2026).
- FAR 52.244-6, Subcontracts for Commercial Products and Commercial Services (APR 2026) (Class Deviation 2026-O0015).
- No changes were made to the NAICS code, the unrestricted nature of the IFB, or the ordering periods. The deadline for offers has not been extended.
Submission & Evaluation
Bids must be submitted electronically via email to the listed points of contact. FAX, hardcopy, and DVD/CD-ROM bids will not be accepted. Bids must be valid for a minimum of 90 calendar days. Evaluation will be based on the lowest total price, calculated by multiplying the unit price by quantity for each CLIN. Bidders must complete all mandated fill-ins on the IFB (SF 1449, Section B, Section E, and Section K clauses); failure to do so will result in an ineligible bid.
Compliance & Requirements
Bidders should review the "Additional Guidelines for Controlled Unclassified Information (CUI)" document, as compliance with CUI handling procedures, including training and secure data management, may be a critical requirement if CUI is involved in contract performance.
