Quick Summary
The NAVSUP Fleet Logistics Center (FLC) Norfolk intends to award a firm fixed-price contract for American Bureau of Shipping (ABS) Inspection Services in support of Carrier Strike Group Four (CSG-4) and its Training Support Vessel Squadron (TSVRON) vessels. This is a sole source requirement for the American Bureau of Shipping to provide essential engineering inspection and certification services for TSV-1 PREVAIL, TSV-3 HUNTER, TSV-4 NARRAGANSETT, and TSV-5 VINDICATOR. The services ensure vessels maintain ABS certifications and are safe to operate. Quotes are requested by May 13, 2026, at 3:00 PM EDT.
Scope of Work
The contractor will perform all required inspections and surveys as mandated by current ABS rules and regulations. This includes:
- Attending vessels for ABS certification inspections (approximately 8 x 2-hour visits per quarter, per vessel).
- Overseeing selected maintenance actions to ensure compliance with ABS certification standards.
- Attending vessels for Continuous Maintenance Availability (CMAV) (1 time per week).
- Attending vessels for major Dry Dock events, including daily meetings and final inspections.
- Attending vessels for CASREPS (initial assessment, follow-ups, and final inspection).
- Providing oversight, inspection, and assistance during ship's industrial availability.
- Maintaining an accurate database of all TSV vessel inspections and certifications.
- Reporting deficient conditions to ship Masters, Chief Engineers, and CSG-4 personnel. Specific survey types include Repairs Survey, Survey for Compliance - Class, Annual Hull / Machinery / Loadline, Intermediate Hull Survey, Special Survey Machinery, Special Survey Hull, Tailshaft Survey, and Modification Survey for the listed vessels.
Contract & Timeline
- Contract Type: Firm Fixed-Price
- Duration: Twelve (12) months from the designated start date.
- Product Service Code: H320 - Inspection And Laboratory Services (Except Medical/Dental): Ship And Marine Equipment
- Response Due: May 13, 2026, 3:00 PM EDT
- Published Date: May 6, 2026
Eligibility & Set-Aside
This is a sole source requirement to the American Bureau of Shipping (ABS). The justification cites ABS's established familiarity with the vessels (PREVAIL, HUNTER, NARRAGANSETT certified since 2003, 2012, and 2015 respectively), its international recognition as a standard for commercial shipping and safety, and its delegated authority from the U.S. Coast Guard for vessel inspection and certification. Shifting to another system is deemed to introduce unfamiliar procedures and a high potential for damage or injury. No set-aside is planned.
Place of Performance
The vessels are homeported at JEB Little Creek, Virginia Beach, VA 23459, United States.
