Scope of Work

The selected contractor will be responsible for the comprehensive planning, organization, and execution of the "American Fair: Freedom 250." Key responsibilities include:

  • Developing a detailed plan covering logistics, production, setup, transportation, and staffing.
  • Designing and executing fair elements such as themed zones, interactive activities, and booths highlighting American ingenuity, culture, history, food, agricultural products, innovation, and technology.
  • Creating and implementing a promotion and communications plan, including influencer/KOL marketing and paid media (subject to Embassy approval).
  • Managing all event logistics, including securing necessary infrastructure (power, structures, medical services, waste management), and overseeing setup, operation, and breakdown.
  • Providing specific deliverables such as an event concept proposal, master plan, programming schedule, staffing plan, risk mitigation plan, communications plan, highlight video, and post-event report.
  • Sourcing performers, providing sound/AV equipment, coordinating logistics, and designing exhibition panels. The Embassy will handle base venue rental, VIP/Partner coordination, and unpaid media outreach.

Contract Details

  • Contract Type: Firm Fixed Price Purchase Order. Prices must remain fixed for 12 months (through April 2027) and throughout the period of performance.
  • Period of Performance: Planning Phase (May-September 2026), Execution Phase (October 2026, with event dates October 23-25, 2026), and Post-Event Phase (November 2026). Installation is scheduled for October 21-22, 2026.
  • Payment Structure: A three-phase payment structure (Planning, Execution, Post-Event) is established, with payments contingent on Embassy approval of deliverables.
  • Insurance: Defense Base Act (DBA) insurance is required.
  • VAT: Value Added Tax (VAT) is not applicable.

Submission & Evaluation
