Quick Summary
The Marine Corps Installations National Capital Region – Regional Contracting Office (MCINCR-RCO), on behalf of the Marine Corps Operational Test & Evaluation Activity (MCOTEA), is conducting market research through a Request for Information (RFI) to identify small business vendors capable of providing American Sign Language (ASL) Interpreter support services. This RFI aims to gather industry feedback on technical specifications, potential costs, and performance risks. Responses are due by March 12, 2026, at 08:00 AM EST.
Purpose & Scope
This RFI is for market research and planning purposes only; it is not a request for quote or a commitment to award a contract. The objective is to secure ASL Interpreter services for MCOTEA civilian employees who are hearing impaired, ensuring reasonable accommodations and effective communication.
Services will primarily be on-site in Quantico, VA, with potential for work in the broader northern Virginia area, and other specified locations including Twenty-nine Palms, CA; Camp Pendleton, CA; and Yuma, AZ. Interpreters will facilitate communication in various settings, interpret spoken language into ASL, and ASL into spoken English. Both unclassified and classified interpretation services, as well as video remote interpreting, are required.

- Accuracy: 99% accuracy in interpreting spoken language (signing, finger spelling, body language).
- Clearances: A SECRET facility security clearance (FCL) is required at the time of award. Personnel performing classified tasks must possess a Tier 3 (T3) / SECRET Level clearance.
- Fluency: Interpreters must be fluent in English and ASL.
- Other: Adherence to DoD security regulations, MCOTEA security procedures, and the RID Interpreter Code of Professional Conduct. Non-Disclosure Agreements (NDAs) and Defense Biometric Identification System (DBIDS) registration are mandatory.
