Quick Summary
The National Science Foundation (NSF), through its Division of Acquisition and Cooperative Support, is conducting a Sources Sought market research effort to identify qualified and experienced sources for National Secure Data Service (NSDS) Services. This initiative seeks to ensure continuity and further development of the NSDS demonstration project, which is set to conclude in August 2027. This is not a Request for Proposal (RFP), and responses will inform future acquisition strategies.
Scope of Work
The NSF requires contract support to maintain and develop existing components of the NSDS through the end of its demonstration period (August 2027). Key components include:
- Secure Compute Environment (SCE): A FEDRAMP moderate virtual data access platform for researchers.
- Data Navigator: An AI-based front door to NSDS, featuring an AI Chatbot, Data Usage Platform, and Community Forum.
- AI Data Harmonizer: A toolkit with five AI and statistical tools for data processing (e.g., Metadata Extractor, Free Text Encoder, Data Harmonizer).
- AI Data Ready Toolkit: Helps agencies assess and improve website content usability for AI systems.
- AI State Data Explorer: Provides access to state government data via the Navigator's AI Chatbot.
- Privacy-Enhancing Technologies (PETs): Tools for secure data access and linkage.
- Data Quality Scorecard: An online tool for assessing data source fitness for use.
- Data Protection Toolkit (DPT): A government-wide resource for balancing data protection and access.
