Performance Work Statement (PWS)

To provide nightly private security services at American Memorial Park (AMME) in Saipan, Northern Mariana Islands, ensuring the safety and security of park assets, visitors, and employees during non-operational hours.

• Service Hours: Monday through Sunday, 8:00 PM to 6:00 AM CHST, including all Federal Government Holidays.

• Task 1: Building Security Checks: Conduct physical security checks every 2 hours of park facilities (Visitor Center, Amphitheater, Administrative Office, Maintenance Building) and grounds, checking for unlocked doors and vandalism.

• Task 2: Grounds and Asset Security Check: Perform physical security checks every 2 hours of park grounds and assets, including parking lots, memorials, tennis courts, and restrooms. All discrepancies must be noted and reported.

• Task 3: Additional Duties: Maintain a daily/nightly log, submitting shift logs to NPS the following day. Immediately report suspicious activity or emergencies to NPS, Department of Public Safety (DPS), and local Emergency Medical Services (DFEMS). The contractor shall not detain individuals but contact authorities. Report maintenance needs or safety hazards to the Contracting Officer's Representative (COR) or NPS representative.

• Performance Thresholds: A maximum of 1 discrepancy per year is allowed for building security checks, grounds/asset security checks, and logging/reporting.

• Surveillance: 100% inspection for security checks; logging and reporting for additional duties.

• Quality Control: Contractor must develop and maintain a quality program and a Quality Control Plan (QCP) with checklists to ensure services meet standards.

• Place: American Memorial Park, Saipan, Northern Mariana Islands.

• Performance Start-up: A maximum of 30 days is allowed for the start-up period after contract award.

• Personnel Qualifications: Employees must be at least 18 years old, possess a high school education or equivalency, have two years of relevant experience, be able to clearly speak and write English, possess a valid driver's license, and meet specific vision and hearing requirements. A current Security Guard License certification or adherence to NMI Private Security/Security Guard requirements is necessary.

• Contractor Provided Equipment: Contractor is responsible for providing all personnel, equipment (including transportation like golf carts or bicycles), and supplies.

• Communication: Maintain open communication lines with NPS representatives.

• Reporting: Immediate verbal reports for damages or accidents, followed by written reports as required. Daily/nightly logs must be submitted.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for unarmed security guard services at American Memorial Park, located on Saipan, Northern Mariana Islands. The service is required to monitor the park from 8pm to 6am, 7 days a week, including holidays.

• Provide onsite unarmed security guard services.

• Services to be performed from 8pm to 6am, Monday through Sunday, inclusive of holidays.

• The contractor shall provide all necessary personnel, tools, equipment, and transportation.

• Compliance with the Northern Marianas Statewide Service Contract Act Wage Determination is required.

• Period of Performance:

  • Base Year: 04/20/2026 to 04/19/2027
