This amendment (0002) to solicitation SP8000-26-R-0010 makes the following updates:

• Updates Statement of Work (SOW) Section II.F.1 to change the drum size from 33 gallon steel drums to 30 gallon steel drums.

• Updates Statement of Work (SOW) Section II.G.2 to remove the "Merge Number" from tag/label information.

All other terms and conditions of the solicitation remain unchanged. The effective date of this amendment is March 11, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish an indefinite delivery/indefinite quantity (IDIQ) ordering vehicle for the Defense Logistics Agency (DLA) to purchase Ammonium Perrhenate (APR) as needed, for both catalyst and metallurgical applications.

• The contractor will provide management, services, personnel, and documentation to supply APR.

• DLA intends to purchase APR with maximum values specified over a five-year ordering period, totaling 6,584 kgs.

• Material must be APR/grade, in NH4ReO4 powder form, with specific purity and impurity limits as detailed in Table 2.

• Each lot must be approximately 200 kg, and co-mingling of production lots is not permitted.

• Material must be non-radioactive and non-licensable per Nuclear Regulatory Commission (NRC) regulations.

• Sampling: Government will witness sampling operations. Contractor must submit a sampling plan detailing the process, standards used, and supporting documentation. Sampling operations must occur within the Continental United States (CONUS). Contractor must provide 20 business days' notice before sampling begins.

• Testing: Contractor must employ an independent, CONUS-based, ISO 17025 certified third-party laboratory for chemical characterization. The lab must analyze each lot according to Table 2 specifications. A Certificate of Analysis (COA) must be provided for each lot, detailing test results, methodology, assumptions, and certifying compliance with specifications.

• Packaging: APR must be packaged in new UN 1A2 compliant steel drums (30-gallon capacity), five drums per pallet. Drums must have a gasket to prevent moisture and leakage, be hot-dipped galvanized or painted, and include a polyethylene liner. Pallets must meet specific design and construction requirements (ASTM D6199-18a, ISPM 15 compliant hardwood).

• Labeling: Containers and pallets must be labeled in English with specific information including commodity name, grade, country of origin, producer, weights, lot number, and IDIQ/delivery order number. A metal tag with a laser-etched 3D barcode is also required.

• Delivery: Deliveries are to specified DLA depots (Scotia, NY; Hawthorne, NV; Hammond, IN) during specified hours. Contractor must submit a delivery schedule within 30 business days of award and schedule each delivery with the government representative after COA acceptance, providing 15 business days' advance notice.

• Inspection and Acceptance: DLA will perform visual inspections and reserves the right to sample and test each lot. Written notification of acceptance/rejection will be provided within 30 business days of delivery. Non-conforming material must be replaced at no cost to the government.

• The ordering period is five years.

• Production facilities and sampling operations must be within the Continental United States (CONUS).

• Deliveries are to specified DLA depots in Scotia, NY; Hawthorne, NV; and Hammond, IN.

• Compliance: Adherence to Harmonized Tariff Schedule, Tariff Act of 1930, Trade Act of 1974, US Customs and Border Protection (CBP) forms, DOT, OSHA, and EPA regulations is required.

• Safety: Contractor must communicate hazards via Safety Data Sheets (SDS) and comply with environmental, safety, and occupational health (ESOH) requirements.

• Third-Party Lab Approval: The contractor must submit the name of the intended third-party laboratory with their proposal and its testing plan for approval within 30 business days after contract award.

• COA Submission: COAs must be submitted in PDF format for review and acceptance prior to shipment.

This amendment impacts the Q&A section and submission instructions related to partial quantities within the original solicitation.

Questions & Answers / Clarifications
