Purpose & Scope
This RFI aims to determine the availability of qualified sources for a potential future Blanket Purchase Agreement (BPA) for the processing, transportation, storage, and disposal of small-arms ammunition for the ATF Asset Forfeiture and Seized Property Division (AFSPD). This includes support to non-ATF DOJ agencies and on-site mobile disposal services. The draft Performance Work Statement (PWS) outlines requirements such as operating a U.S.-based destruction facility, destroying ammunition within 15 days of delivery, providing Certificates of Destruction, and offering on-site mobile disposal services with rapid response times.

- Operations and Maintenance: Types/calibers of ammunition handled, destruction methods, throughput capacity, mobile disposal equipment, operational environments, and service travel range.
- Place of Performance: Description of the company's facility and ability to provide on-site mobile services.
Anticipated Contract Details
The anticipated BPA period is July 1, 2026 – December 31, 2026 (five years). The contract type is expected to be a Firm-Fixed Price (FFP) BPA. The facility location must be CONUS, with readiness within 30 calendar days of award. Special requirements include 24/7 POC, physical security measures, and qualified staff for explosive safety and hazardous material handling.
