Ammunition Disposal Services

Request For Information (RFI)

This RFI is issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for planning purposes to conduct market research. The ATF is seeking information from qualified small business concerns (including 8(a), SDVOSB, HUBZone, and WOSB/EDWOSB) capable of providing Ammunition Disposal Services. This is NOT a solicitation, RFP, or RFQ, and no contract will be awarded as a result of this RFI. Responses are voluntary and do not preclude future participation.

Respondents are requested to provide detailed information on their company's capabilities, past performance (including contract numbers and scope of similar work), experience, incumbent capture, staffing, benefits, NAICS codes, socio-economic certifications, and contract vehicles. Specific areas of interest include:

• Program Management: Experience with pickup, transportation, storage, destruction, schedule risk management, reporting, accountability, scaling operations, meeting deadlines, handling changes, staff retention, team size/experience, project manager empowerment, federal agency/prime support, complex projects, urgent/surge requirements, remote operations, mobile/on-site disposal experience, subcontracting, and pricing structures for mobile services.

• Security and Compliance: Experience with access control, chain-of-custody documentation, physical/cyber security for stored ammunition, diversion prevention, facility compliance, governing federal regulations (ATF, EPA), licenses/permits/certifications, and handling classified/sensitive munitions. Information on past regulatory violations is also requested.

• Operations and Maintenance: Types and calibers of ammunition that can be destroyed, munitions that cannot be processed, destruction methods, validation of destruction, maximum throughput capacity (daily/monthly), equipment/technology for mobile disposal, infrastructure requirements for on-site services, operational environments (remote/urban), setup/demobilization times, required advance information for planning, minimum/maximum quantities for deployment, service travel range/geographic areas, lead times, and support for multi-day/recurring operations.

• Place of Performance: Description of the company's place of performance and ability to provide on-site mobile ammunition disposal services.

• Responses should address all sections and are limited to 15 pages (excluding diagrams/images). Use single-sided, 8.5 x 11 paper, Times New Roman or similar font, 11-point size minimum.

• Reference question numbers in the response.

• Include Company Information: Name, mailing address, phone number, and email of the point of contact.

• If likely to bid on a future RFP, provide a written response detailing capabilities, qualified personnel, and a staffing estimate (labor categories/expertise).

• RFI responses are due by 4:00 PM ET on Thursday, March 18, 2026.

• Questions in writing via email are due by 10:00 AM ET on March 23, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a Blanket Purchase Agreement (BPA) for processing, transportation, storage, and disposal of small-arms ammunition for the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Asset Forfeiture and Seized Property Division (AFSPD). This includes support to non-ATF DOJ agencies and on-site mobile disposal services.

• Operate a U.S.-based destruction facility.

• Destroy all ammunition within 15 calendar days of delivery.

• Provide Certificate of Destruction (COD) within 10 business days.

• Fulfill AFSPD/DOJ supply requests (bags/boxes/hazmat labels).

• Support USMS/FBI/DEA MOUs.

• Provide on-site mobile ammunition disposal services at ATF-designated locations, responding within 24-72 hours.

• Receive and accept assets as packaged, in accordance with DOT regulations (49 CFR § 173.63).

• Assume full responsibility and liability for assets from receipt until disposal.

• Utilize an Asset Inventory management database with government real-time access.

• Maintain separate, secure case files for each asset, including intake, STOs, condition records, and destruction media.

• Immediately notify the Contracting Officer’s Representative (COR) of any discovered hazardous substances.

• Mark all assets with Government case number, asset ID, and date of custody.

• Provide digital photos of assets and storage locations within 3 days of receipt.

• Sign and return Sub-Task Orders (STOs) within 3 days of receipt.

• COD timeliness: ≤ 10 business days.

• Destruction timeliness: ≤ 30 calendar days from instruction.

• Intake confirmation: Photos & STO ≤ 3 business days.

• Data integrity: ≥ 99.5% accurate, real-time access.

• Security: Zero unauthorized access events.

• Anticipated BPA period: July 1, 2026 – December 31, 2026 (five years).

• Facility location: CONUS.

• Facility readiness: Within 30 calendar days of award.

• On-site mobile services: As-needed or scheduled.

• Facility must be ready within 30 days of award, with 24/7/365 Point of Contact (POC).

• Physical security measures required (motion detectors, cameras, alarms, card readers).

• BPAH and staff cannot be FFLs or affiliated with ammunition manufacturing/retail, nor have illegal dealings with law enforcement.

• Employees with access must not be prohibited possessors.

• Maintain insurance commensurate with inventory, with ATF as an additional insured.

• Provide all labor, equipment, and materials.

• Staff must be qualified in explosive safety and hazardous material handling for mobile services.

• Coordinate with ATF prior to mobile site visits.

• Maintain liability insurance and required certifications.

• Track assets from pickup to destination.

• BPAH must be able to provide automotive destruction services as an alternative source if approved by COR.

• Contract Type: Firm-Fixed Price (FFP) BPA.

• CLIN Structure includes: Destruction $/lb, Admin/Inventory $/lb, Transportation $/mile & Handling $/each, Secure Storage $/pallet-month, Conex $/month, Insurance Surcharge $/year.

• Post-Award Kickoff within 10 business days.

• Monthly Status Meetings.

• Quarterly Program Management Reviews (PMRs).

• Monthly accrual reporting by the 25th.

• Intake photos, Signed STO, Monthly inventory & activity report, Destruction Plan, Destruction media (video/photos) and COD, Access/Alarm logs, Transportation records, Chain-of-custody documentation.
