Request for Information (RFI)

This RFI is issued by the United States Air Force (USAF) for market research regarding the Automated Meter Reading System (AMRS) Power Monitoring Expert (PME) software licenses and sustainment. The USAF is seeking information on firms capable of providing yearly sustainment services for existing Schneider Eco Structure PME software suites and potentially procuring up to 15 additional multi-module PME licenses. This RFI does not constitute a Request for Proposal and is for planning purposes only.

• Yearly sustainment services for approximately 46 existing Schneider Eco Structure PME software suites across worldwide locations.

• Option to procure up to 15 additional Schneider PME licenses or compatible software that integrates with existing systems.

• Software must be open source, compatible with various devices and communication protocols, and support cybersecurity and vulnerability patching.

• Vendor-certified PME software training at various CONUS locations.

• System must meet specific requirements for Data Acquisition, Data Management, Security (DoDI 8510.01, AFI 17-130), and Portability (CONUS and OCONUS).

• Additional features include Authority to Operate (ATO) compliance and cybersecurity adherence.

• The USAF is considering a contract duration of four years and six months, with a six-month initial performance period and four one-year options.

• Interested firms are strongly encouraged to submit a capability statement addressing specific questions outlined in the RFI.

• Responses are due by 06 Feb 2026 at 1:00 PM central time.

• Responses must not exceed 3 pages.

• The Government does not intend to rank submittals or provide replies.

• This requirement is currently under the Small Business Administration (SBA) 8(a) program.

• The applicable NAICS Code is 513210 - Software Publishers, with a small business size standard of $47M.

• A DRAFT Statement of Work (SOW) dated 11 Dec 25 is attached.

• Prospective contractors must be registered in the System for Award Management (SAM).

Statement of Work (SOW)

To continue sustaining the Power Monitoring Expert (PME) modules for the Air Force's Advance Meter Reading Solution (AMRS) platform on an enterprise-wide basis, including software maintenance support, optional procurement of additional licenses, and vendor-certified training.

• Sustainment of existing AF-owned PME software licenses.

• Optional procurement of up to 15 additional licenses with associated sustainment.

• Vendor-certified training on the software at deployed Air Force bases.

• The AMRS platform is the system of record for energy monitoring, utilizing Schneider Electric EcoStruxure PME software.

• The system is installed globally and aims to collect at least 60% of total AF facility energy for near real-time monitoring.

• Work must comply with DoDI 8510.01 Risk Management Framework and AFI 17-130 Air Force Cybersecurity Program Management, adhering to DISA STIGs or SRGs.

• Software support at the "AMRS Eco Structure Service Plan (ESP)" level.

• Includes basic and 24x7 telephone/email support, direct access to Digital Service Engineers, and a Designated Engineer as a single point of contact.

• Software Assurance includes free licenses for service packs and new software releases.

• Monthly Status Reports (MSRs) are required, detailing deliverables, travel, job descriptions, status, and work completed.

• The contract covers a base period and four option year periods.

• Deployments are planned for multiple locations across the globe, including specified Air Force bases.

• Integration and installation are primarily managed at Tyndall AFB, FL.

• Compliance with cybersecurity requirements (DoDI 8510.01, AFI 17-130, DISA STIGs/SRGs).

• Contractor is responsible for making modifications to keep the AMRS platform cyber secure.

• Contractor is responsible for timely notification of system or software vulnerabilities.

• Security clearances are not required, but background checks for local security personnel are necessary for access to DoD installations.

• Personnel must adhere to the Privacy Act.

• All electronic and information technology must meet Section 508 accessibility standards.

• Contractor must provide personnel for classroom training on the AMRS PME Platform and AMRS application at installed locations.

• Approved electrical, gas, and water meters, as well as translation devices and accumulators, are listed in appendices.
