AN11--Online Survey Development for Program Evaluation within the Women’s Health Evaluation Initiative (WHEI)

Statement of Work (SOW)

To develop and program an online survey for the FY26 Women's Health Assessment of Workforce Capacity (WAWC) within the Veterans Health Administration (VHA) Office of Research and Development (OR&D), specifically for the Women's Health Evaluation Initiative (WHEI). The contractor will also provide ongoing online survey development services and consultation.

• Develop a comprehensive online survey with two components (Women’s Health Primary Care Provider and Gynecologist) and a Healthcare System Certification Survey.

• Program surveys using VA REDCap, ensuring user-friendliness and compliance with VA security, encryption, and storage requirements.

• Implement features for real-time response tracking, completion reports, dynamic question logic (skip logic, data piping), and participant data management.

• Provide secure web-based survey administration, real-time response tracking, and generation of completion reports.

• Enable participants to request edits or deletions of their responses prior to data download.

• Aggregate and summarize participant data into organized tables.

• Limit survey access via an authentication step.

• Provide ongoing end-user training and technical support.

• Contractor personnel must complete mandatory VA trainings (e.g., Cyber Security Awareness, Privacy Training) and adhere to VA rules of behavior.

• Base Year: May 20, 2026 – May 19, 2027

• Potential for four additional option years.

• All work will be performed remotely.

• Experience: 16+ years data management/database development, 12+ years with web-based data collection platforms (including VA REDCap), knowledge of advanced survey design, intermediate statistics, SPSS/SAS, VA environment experience, and approved VA system access (VA REDCap, VA Microsoft suite).

• Security: Access to VA systems requires compliance with VA security regulations, including potential Business Associate Agreements (BAA) or Data Use Agreements (DUA). PII will be accessed, but no PHI.

• Deliverables: Prototype survey (by 6/30/26), finalized survey instrument (by 8/30/26), move to production (by 9/30/26), final raw dataset transfer (by 1/30/27), and ongoing consultation.

• Level of Effort: Anticipated 500 hours over five years (100 hours per year).

This is a notice for market research purposes only, indicating the Department of Veterans Affairs (VA), NCO 21's intent to award a sole source firm-fixed-price contract for online survey development and program evaluation support within the Women’s Health Evaluation Initiative (WHEI). The contract is intended for Gary Tarasovsky, who has been the sole designer, data manager, and consultant for the VA recruitment and data management (REDCap) system.

The contract will involve continued management and programming for the VA REDCap system, requiring in-depth knowledge of its programming, study team needs regarding data fidelity and application, and VA-compliant data storage solutions.

• Contract Type: Firm-fixed-price
• Period of Performance (POP): Estimated 5/20/2026 – 5/19/2031, with four option years.

This notice is not a request for competitive quotes. Responses will be evaluated, but the government reserves the discretion not to compete the procurement.
