AN/ALQ-172 LRU-8 BIT LIMITERS AND DOWN CONVETERS REPAIR

Request For Information (RFI) / Amendment

This document is an amendment to a Request for Information (RFI) seeking potential sources for the repair of AN/ALQ-172 LRU-8 BIT Limiters and Down Converters. The government is conducting market research to identify entities with the necessary repair data, expertise, capabilities, and experience.

• BIT Limiter: NSN 5895-01-267-7728EW, Part Number 0036002-1

• Down Converter: NSN 5895-01-267-7705EW, Part Number 0498036-1

• The strategy is a one-time award with a Best Estimated Quantity (BEQ) of 25 BIT Limiters and 15 Down Converters.

• The government does not own or have access to the data for these items, and it is deemed uneconomical to buy the data or reverse engineer the parts.

• Contractors must furnish all material, support equipment, tools, and services. Replacement parts must equal or exceed the quality of original parts.

• The RFI includes a Contractor Capability Survey with two parts: Business Information and Capability Survey Questions.

• Part I requests general business details, including company information, NAICS code, small business status, and ownership.

• Part II includes general capability questions (facility, staff, capacity, quality assurance, CMMC status) and specific repair questions related to experience with the AN/ALQ-172 LRU-8 components, technical data handling, and repair processes.

• Commerciality questions regarding catalog prices, workforce, warranty, and Rough Order of Magnitude (ROM) are also included.

• Responses to the Capability Survey are due by close of business on 10 February 2025.

• Responses must be in a readable electronic format and sent via email to Carson Best (carson.best@us.af.mil) and John Winslett (john.winslett.1@us.af.mil).

• Attachments should not exceed 10 MB per email; multiple emails are acceptable.

• Participation in this RFI survey does not guarantee future solicitation or contract awards.

• The government will not reimburse participants for any expenses incurred.

• Small businesses are encouraged to provide thorough responses, including details on teaming or subcontracting arrangements if they do not possess full capability.

• Joint ventures or teaming arrangements are encouraged for both large and small businesses.

• The known sole source contractor for this effort is Raytheon Company.

• The original equipment manufacturer for the BIT Limiter is unknown.

Request For Information (RFI)

This RFI is being issued by the Government to conduct market research and identify potential sources capable of repairing the AN/ALQ-172 LRU-8 BIT Limiter and Down Converter. The Government is seeking information on repair data, expertise, capabilities, and experience required for these subassemblies.

• Repair services for AN/ALQ-172 LRU-8 BIT Limiter (NSN 5895-01-267-7728EW, P/N 0036002-1) and Down Converter (NSN 5895-01-267-7705EW, P/N 0498036-1).

• The Best Estimated Quantity (BEQ) is 25 BIT Limiters and 15 Down Converters.

• Contractor shall furnish all material, support equipment, tools, test equipment, and services.

• Contractor is responsible for providing, maintaining, and calibrating all support equipment.

• Contractor-furnished material or parts used for replacement must equal or exceed the quality of the original.

• The repair services strategy is a one-time award.

• The Government does not own or have access to the data for these items and has determined it is uneconomical to buy the data or rights to the data, or to reverse engineer the part.

• This is a market research effort; participation does not guarantee future solicitation or contract awards.

• Responses to the Contractor Capability Survey (Parts I and II) are required.

• Responses must be received no later than close of business on the date specified in the RFI release.

• Responses should be submitted electronically via email to Carson Best (carson.best@us.af.mil) and John Winslett (john.winslett.1@us.af.mil).

• Questions should be addressed to the Government Contracting Office (PCO).

• No set-aside decision has been made. The Government will determine the final strategy after analyzing small business responses and market research.

• Small businesses are encouraged to provide thorough responses, including information on teaming/partnership/joint venture/subcontracting arrangements if full capability is not possessed.

• Areas of work that could be broken out exclusively for Small Business should be identified.

• Both large and small businesses are encouraged to participate; joint ventures or teaming arrangements are encouraged.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) details the services required to repair AN/ALQ-172 components to meet specification requirements and return them to the Air Force as serviceable assets. The primary goal is to ensure the repair of mission-critical assets that maintain the war readiness of the AN/ALQ-172 countermeasures systems (CMS).

• Repair of AN/ALQ-172 components (BIT Limiter and Down Converter), specifically NSNs 5895-01-267-7728 EW and 5895-01-267-7705 EW.

• Maintain defined workflow, meeting repair Turn Around Times (TAT) for Routine, Surge, and Mission Impaired Capability Awaiting Parts (MICAP) requirements.

• Maintain quality control and configuration control.

• Provide prompt and accurate transaction reporting in the Commercial Asset Visibility Air Force (CAV-AF) system.

• Establish and maintain Contractor Manpower Reporting.

• Implement a comprehensive Supply Chain Risk Management (SCRM) Plan, including Continuity of Operations (COOP), Foreign Influence (FOCI) disclosure, and Cybersecurity protection of supply chain information.

• Provide regular and preventive maintenance on Government Furnished Property/Equipment (GFP/GFE).

• Repair items in accordance with applicable technical orders and OEM standard repair procedures.

• Adhere to delivery schedules, with specific TAT for MICAP and SURGE repairs (10 business days).

• Submit Contract Data Requirements List (CDRL) deliverables on time.

• Track and validate configuration management.

• Notify the government of all changes, including substitute parts, via a Notice of Revision (NOR).

• Provide prompt mishap notification and reporting.

• Submit proposals that meet Air Force Proposal Adequacy Checklist (AFPAC) requirements.

• Package and mark material in accordance with applicable regulations.

• Comply with CAVAF requirements and report production.

• Establish and maintain a counterfeit prevention plan.

• Perform all actions necessary to return a reparable item to a serviceable condition.

• All CAVAF transactions accomplished daily or as transactions occur.

• Metrics monitored include GFM In-Transit, Repairable GFM Accountability, and Assets Not on Contract.

• Repair items in accordance with applicable technical orders and OEM standard repair procedures.

• Delivery schedule for MICAP and SURGE repairs is 10 business days from receipt of notice.

• Routine delivery schedules: not more than one item late per month per delivery order, with that item delivered within five working days of scheduled time.

• Contract Data Requirements List (CDRL) Data submitted on time; errors reworked and resubmitted within three business days.

• No more than two Product Deficiency Reports (PQDRs) per contract year.

• Notify government of changes within 10 calendar days via NOR.

• Notify cognizant contracting officer within 24 hours of all mishaps or incidents.

• No more than one instance of late mishap notification per calendar year.

• Proposals submitted on or before the date identified on the formal Request for Proposal (RFP).

• Contractor's submitted task order proposal meets 100% of AFPAC requirements.

• Repairable items to be labeled in accordance with applicable Contractor drawing.

• Repaired end items shall maintain the same form, fit, and function of a serviceable item.

• No more than two PQDRs and/or QDRs per contract year.

• MICAP and SURGE items repaired and delivered within ten (10) business days of receipt of notification.

• Performance of this contract will occur at the contractor's repair or manufacturing facilities, not on a U.S. Government installation.

• Supply Chain Risk Management (SCRM) Plan required.

• Continuity of Operations (COOP) Plan required.

• Foreign Ownership, Control, or Influence (FOCI) disclosure required.

• Cybersecurity protection of supply chain information plan required.

• Personnel, information, system, property, facility, and international security requirements must be met.

• Applicable security regulations (DoD 5200.2-R, DoDD 5205.02E, DoD Manual 5205.02-M, AFI 31-101) must be complied with.

• Operations Security (OPSEC) and Communications Security (COMSEC) procedures must be followed.

• Security clearance at the SECRET level required for contractor personnel.

• Environmental, Safety, and Occupational Health (ESOH) compliance required.

• Mishap notification and investigation procedures must be followed.

• Contractor shall comply with applicable guidance and clauses related to Trafficking in Persons.

• Quality Control Plan/Quality Management System (QMS) adhering to ISO 9001.2000/ANSI/ASQC Q92 required.

• Contractor Performance Assessment Reporting System (CPARS) reporting is required for contracts exceeding $1,000,000.00.
