Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Project SAFEHAVEN analytic support services to the Homeland Security Task Force (HSTF) National Coordination Center (NCC). The goal is to provide dedicated analytic support for ongoing homeland security operations, including support to ICE Homeland Security Investigations (HSI) and other mission partners. The service aims to deliver operationally relevant analytic output, such as targeting packages and threat assessments, through an integrated support environment, reducing reliance on fragmented tools and improving operational efficiency.

The scope of work is organized into seven (7) requirement areas:

• Track and Geolocate: Deploy real-time geolocation capabilities against mission targets to provide current and historical location intelligence, pattern-of-life analysis, and positional awareness.

• Threat Group Analysis: Identify, categorize, and map individuals and networks into operationally relevant threat groups (e.g., TCOs, FTOs, gangs) to produce actionable analytical products.

• Multi-Hardware Observation: Maintain continuity of observation on mission targets across multiple device types, networks, and operational environments by correlating observations.

• Training: Provide mission-tailored briefings to HSTF NCC personnel on tasking the analytic cell, interpreting output, and integrating products into workflows.

• Reporting: Deliver project reports including monthly usage reports, analytical summary reports, and ad hoc mission reporting.

• User Support: Provide dedicated mission support specialists and escalation pathways for urgent operational requirements.

• Information Security: Ensure all analytic operations comply with FedRAMP High, IL-5, Privacy Act, and DHS 4300A requirements, including zero-query-retention and end-to-end encryption.

• Period of Performance: May 1, 2026, through April 30, 2027 (one base year).

• Place of Performance: Contractor's facilities, with frequent visits to ICE headquarters in the Washington Metro Area. Travel is not required but expenses for local meetings outside the defined place of performance are the contractor's responsibility.

• AI Compliance: The contractor must comply with all applicable federal, DHS, and ICE AI policies, directives, and memos, including safeguards for AI use in law enforcement and civil actions.

• Security: Rigorous security and risk management measures are required, including AI Risk Management practices, testing, evaluation, continuous monitoring, and auditing/logging.

• Vendor Lock-In Prevention: Utilize industry standards, APIs, and protocols to ensure interoperability and prevent vendor lock-in.
