Quick Summary
The Department of the Navy, Naval Air Systems Command (NAVAIR) has awarded a sole-source contract to BAE Systems for the AN/APX-123A(V) Common Transponder Technical Refresh. This award, a modification to an existing Basic Ordering Agreement (BOA), addresses obsolescence and ensures compliance with National Security Agency (NSA) Cryptographic Modernization 2 (CM2) requirements for critical Identify Friend or Foe (IFF) systems.
Scope of Work
This effort focuses on the productionization of the Common IFF Digital Transponder (CXP) Technology Refresh, transitioning lab prototypes to manufactured units. Key requirements include the design and fabrication of unique CXP Technology Refresh test equipment and procedures, along with integration into existing CXP test equipment. This work supports Combat Identification Systems (CID) for the U.S. Navy, Foreign Military Sales (FMS), Army, Coast Guard, and other agencies, specifically updating the AN/APX-123/123A(V) systems.
Contract Details
This is a sole-source modification to BOA N00019-22-G-0009, under order number N0001924F1886. The broader Class Justification and Approval (CJ&A) for these systems authorizes orders through March 30, 2027. Funding is anticipated across Fiscal Years 2025, 2026, and 2027, utilizing various appropriations including APN, OPN, OMN, RDT&E, and FMS/SDAF funds. The award was published on March 19, 2026.
Justification for Sole Source
The sole-source award to BAE Systems is justified because BAE Systems is the original designer, developer, and manufacturer of the AN/APX-123/123A(V) CXP. They possess unique knowledge, experience, special skills, and the proprietary Technical Data Package (TDP). Awarding to any other source would result in substantial duplication of costs and unacceptable delays due to the need for redesign, qualification, testing, certification, and integration. The CXP Technology Refresh is critical for active new air and ship production lines (e.g., CH-53K, P-8A, CVN, DDG, LCS, SSN) and FMS customer production lines.
Market Research & Future Outlook
Market research conducted in October 2022 and November 2024 did not identify alternative "drop-in" replacement CXP systems or other industry sources. A Sources Sought notice posted on November 20, 2024, and a synopsis on November 27, 2024, received no responses from other manufacturing sources. While this specific action is sole-source, NAVAIR has stated it will continue to assess the market for future competitive acquisitions.
