Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Quick Summary
The Department of the Navy, specifically the US Navy Deputy Portfolio Acquisition Executive (DPAE) Carrier Strike, Air Traffic Management and Combat Identification Office (PMA-213), is conducting market research through this Request for Information (RFI). The purpose is to identify potential sources for a replacement for the AN/APX-123A(V) transponder. The Navy seeks solutions with Unlimited Rights or Government Purpose Rights (GPR) for technical data and software to ensure seamless integration and organic sustainment across manned and unmanned aircraft, surface, and subsurface platforms. Responses are due by June 29, 2026.
Scope of Work
This RFI seeks information on two primary transponder options:
- Form-Fit-Function Replacement: A "drop-in replacement" for the AN/APX-123A(V) Common Digital Transponder (CXP) that mounts in the existing tray without platform interface or software updates. It must offer modernized functionality (e.g., M5L2-B, ADS-B In) and improved Size, Weight, and Power (SWaP).
- Small Form-Factor Transponder: A variant with significantly reduced SWaP and modernized capabilities (e.g., M5L2-B, ADS-B In, UAT Weather). This solution must physically and electrically integrate into legacy shipboard environments, potentially via adapter trays, without requiring platform software updates.
Respondents must detail their product's compliance with extensive requirements across technology performance (TRL 7+, MIL-PRF-CXP4, SIF Modes, ADS-B, AIMS, RTCA standards), interfaces (MOSA, cryptographic devices, GPS, control), environmental (MIL-STD-810, MIL-STD-461), electrical, human factors, logistics (RAM, software, maintenance, DMSMS, SCRM, AI), cybersecurity (CMMC, RMF), systems safety, and manufacturing (MRL 7+, production capacity, cost estimates).
