Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all necessary resources to perform Animal Control services on Fort Drum, NY, managing the stray pet population.

• Provide resources for animal control services.

• Services are a reprocurement of a previous contract.

• Anticipated Period of Performance (POP) is October 1, 2021, to March 31, 2026.

• Contractor operating hours should align with normal Fort Drum core duty hours (7:30 AM - 4:00 PM, Monday-Friday), unless otherwise directed.

• Contractor employees must be trained, qualified, certified, and/or licensed as specified.

• Contractor must maintain records of qualifications and provide them upon request.

• Employees must be able to speak, read, write, and understand English for interactions with Government personnel.

• Employees must be physically capable of performing work in all climatic conditions.

• Contractor must comply with all applicable federal, state, local, and Fort Drum laws and regulations, including environmental, safety, and occupational health.

• Serious accidents and incidents must be reported immediately (within one hour) to the Fort Drum Directorate of Emergency Services, Safety Office, and Contracting Officer.

• Contractor must comply with Anti-terrorism (AT) Level I training requirements within 30 calendar days of contract start.

• Contractor employees require installation access, which involves specific identification and background checks.

• Contractor must comply with various training requirements including iWATCH, AT Level I, OPSEC, and TARP.

• Contractor must adhere to environmental compliance, including regulations for cultural resources, wetlands, and sustainable acquisitions.

• Contractor must minimize interference with fish and wildlife, considering endangered species like the Indiana bat and northern long-eared bat.

• Solid waste must be disposed of at permitted off-post facilities, with efforts to achieve diversion rates.

• Hazardous materials must be inventoried and managed according to regulations.

• Contractor must provide monthly reports on domestic strays recovered, including details on animal type, delivery, disposition, and any "boarding" fees collected.

• Contractor must clean up all debris and discarded materials daily.

• Period of Performance: October 1, 2021 - March 31, 2026.

• Place of Performance: Fort Drum, NY.

• Contractor must designate a Project Manager (PM) responsible for overall management and coordination.

• Contractor employees must not have illegal possession of or be under the influence of alcohol or controlled substances.

• Contractor must comply with security, installation access, and control procedures.

• Contractor must handle classified information according to FAR 52.204-2 if applicable.

• Contractor must provide specific insurance coverage as detailed in Section 4.

• Contractor must meet minimum performance thresholds (e.g., 90%) for various requirements, with disincentives for less than acceptable performance.
