Quick Summary

NASA's Shared Services Center (NSSC) has issued a Special Notice indicating its intent to award a sole source contract to the University of Kansas Medical Center (KUMC) for Animal Husbandry and Behavioral Testing Services. This requirement supports a NASA Human Research Program project investigating the neuroconsequences of the spaceflight environment. Interested organizations must submit capabilities and qualifications by February 10, 2026, to challenge the sole source determination.

Purpose & Scope

The services are critical for the 'Oxidative Stress and the Neuroconsequences of Spaceflight Environment - Immune Dysfunction and Dietary Countermeasure Efficacy' project. The scope includes comprehensive animal husbandry (housing, feeding, veterinary care, daily health checks) and a range of behavioral tests on aged male and female mice. These tests, such as SHIRPA, sociability, force plate actimetry, grip strength, beam walk, elevated zero maze, and Barnes maze, aim to assess sensorimotor and cognitive behavior following exposure to simulated microgravity, radiation, and isolation.

Contract Details

  • Type: Intended Sole Source Contract (Special Notice)
  • NAICS Code: 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology))
  • Period of Performance: February 1, 2026 – May 31, 2026
  • Place of Performance: University of Kansas Medical Center (KUMC) Rodent Behavior Facility, Kansas City, Kansas.
  • Procuring Center: NASA Shared Services Center (NSSC)

Eligibility & Evaluation

This procurement is intended as a sole source award to KUMC, which has been identified as the only vendor capable of meeting the study's requirements. This is due to KUMC's world-class expertise in neurological disease models, specialized behavioral testing capabilities (particularly with the Barnes Maze), and prior involvement in the Rodent Research RR-20 mission. Submissions from other organizations will be evaluated solely to determine if the procurement should be conducted on a competitive basis. The government reserves the right not to compete this effort.

Submission & Deadline

  • Response Due: February 10, 2026, by 4:00 p.m. Central Standard Time.
  • Submission Method: Written capabilities and qualifications must be submitted to the identified point of contact. Oral communications are not acceptable.
  • Point of Contact: Laura Quave, Procurement Specialist, laura.a.quave@nasa.gov, 228-813-6420.

Additional Notes

FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items) (Mar 2016) and NASA Clause 1852.215-84, Ombudsman, are applicable.
