Scope of Work

The microgrid system at ANAD will provide energy resiliency through an onsite, automated energy control/generation storage management system with full islanding capability. It will integrate new and existing generation assets with the Nichols, Demil, and Eulaton 46kV/12.47kV substations to enable islanding for all critical loads. During grid outages, automated switching and microgrid controls will route electricity from onsite assets to mission-critical loads and facilitate load shedding. The design must comply with Unified Facility Criteria 4-010-066 Cybersecurity of Facility Related Control Systems.

Contract Details

This is a Firm Fixed-Price contract with an estimated value between $25,000,000 and $100,000,000. The period of performance is 724 calendar days. Performance and Payment Bonds are required. Award will be based on a Best Value Trade-Off process.

Key Requirements & Compliance

Offerors must have an active SAM Registration and a current BASIC confidence level in the Supplier Performance Risk System (SPRS), compliant with DFARS clause 252.240-7997 and NIST SP 800-171, to access restricted solicitation documents (drawings and specifications). A CMMC Level 2 (Self) certification is mandatory and required prior to contract award for any information system processing, storing, or transmitting Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). Failure to possess the required CMMC status in SPRS will render an offeror ineligible for award.

Submission & Site Visit

Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE). The deadline for proposals is June 29, 2026, at 2:00 PM EDT. A site visit is scheduled for June 3, 2026, at 08:30 a.m. Central Time at Building 251, Anniston Army Depot. Vendors planning to attend must notify Codie McManus (Codie.A.McManus@usace.army.mil) and Chris Martin (Christopher.D.Martin@usace.army.mil), and register by May 20, 2026, at 11:00 a.m. Central Time.

Evaluation Criteria

The government will evaluate proposals based on a Best Value Trade-Off. Evaluation factors include Proposal Compliance Review, Technical Evaluation (Past Performance and Technical Approach), Price Evaluation, and Technical Trade-off Analysis. Past Performance is the most important factor, followed by Technical Approach, then Price.
