Quick Summary
The Department of the Army's Mission & Installation Contracting Command (MICC) Theater Support Center (TSC), on behalf of Anniston Army Depot (ANAD), has issued a formal Request for Project Proposals (RPP) for the FORGE II Military Construction (MILCON) project. This opportunity, under Other Transaction Authority (OTA) (10 U.S.C. § 2808a), seeks industry partners to design and construct four new facilities at ANAD, Alabama. Proposals are due June 29, 2026, at 7:00 AM CDT.
Scope of Work
The project involves the design and construction of four primary facilities: a Component Remanufacture Facility, a Missile Maintenance Facility, a Paint Facility, and a Storage Facility (comprising two warehouses). The overarching goal is to enhance ANAD's readiness, improve morale, modernize depot infrastructure, and demonstrate significant time and cost savings. Designs must adhere to Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS), incorporate Anti-Terrorism/Force Protection (AT/FP) measures, and include cybersecurity and control systems.
Contract Details
This is an Other Transaction Authority (OTA) agreement, not a FAR-based contract. The anticipated funding for design and construction is approximately $660 million. The total potential value, including optional Agreement Line Item Numbers (ALINs) for equipment and Restore and Modernize (R&M) projects, could reach $1.64 billion. The contract type for MILCON projects is anticipated to be Firm-Fixed-Price (FFP), with a period of performance not exceeding 60 months. No specific set-aside is designated for this opportunity.
Submission & Evaluation
Project Proposals are due by June 29, 2026, at 7:00 AM CDT. Submissions must include a Technical Volume (maximum 60 pages) and a Price Volume (Excel file). Evaluation factors include Management Plan, Milestone Schedule, Added Value, and Price. Notably, Past Performance will not be evaluated as an OTA criterion. Offerors should be aware that the government is using a build-to-budget model, with FFP for MILCON projects and negotiated FFP for optional R&M and Equipment CLINs. Bonding per project is acceptable, provided it matches the contract's maximum value. The Project Labor Agreement (PLA) language has been officially removed and is no longer applicable.
Important Notes
A site visit was held on June 10, 2026, with registration closing on June 4, 2026. Many documents, including CAD files, are controlled access and require prospective prime contractors to verify their ability to secure "official use only" or "controlled unclassified information." Firms that participated in planning may be eligible to propose, subject to Organizational Conflicts of Interest (OCI) mitigation. Resilient design and LEED certification are viewed favorably but not required. Contractors will be responsible for environmental permitting.
