This is a combined synopsis/solicitation (Request for Quote - RFQ) for Annual Backflow Preventer Inspections at Cuyahoga Valley National Park (CUVA). The National Park Service is seeking a vendor to perform inspections and certification filings for domestic backflow preventors and fire suppression system backflow preventers on antifreeze suppression systems. Service and maintenance will be on an as-needed basis.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform annual inspections and certifications for domestic and fire line backflow preventers within Cuyahoga Valley National Park, and to perform service and maintenance on an as-needed basis.

• Conduct annual inspections and certifications for backflow prevention devices.

• File all necessary certification records with the respective water departments.

• Perform service and maintenance on units as needed.

• The contract covers a base year with four optional years.

• A list of 29 specific locations with addresses, serial numbers, brands, and sizes of backflow preventers is provided.

• Inspections must be performed according to city regulations.

• Backflows are considered in working order if numbers are within the standards for the unit.

• Work schedule must be coordinated with the Contracting Officer's Representative (COR).

• Notice for servicing requires at least 24 hours advance notification (excluding weekends and holidays).

• Emergency situations require work to be performed within 48 hours of the initial call out.

• Devices will be tagged with contractor's name, inspection date, and next inspection due date.

• Base Year: May 1, 2026 - July 31, 2026

• Option Years: May 1, 2027 - July 31, 2027 through May 1, 2030 - July 31, 2030

• Smoking is prohibited within 25 feet of federal buildings or operable windows.

• Operations should cause minimal inconvenience to the public.

• Work hours are generally 8 a.m. to 5 p.m., Monday through Friday, unless otherwise approved.
