• The contract will be Firm-Fixed-Price (FFP).

• It includes one base year and three option years.

Performance Work Statement (PWS)

To provide annual round-trip barge services from Honolulu, HI, to Kalaupapa National Historic Park (KALA), Molokai, HI, for the transportation of miscellaneous supplies, equipment, and waste products. This service is critical for park operations and the well-being of the patient-residents.

• Furnish one annual round-trip barge service between Honolulu and Kalaupapa NHP.

• Transport miscellaneous supplies and equipment to KALA.

• Evacuate miscellaneous supplies, equipment, and waste products from KALA.

• Provide all labor, materials, equipment, supervision, permits, licensing, and insurance.

• Loading operations in Honolulu (2 days prior to departure).

• Off-load and re-load operations at Kalaupapa NHP (sunrise to sundown on arrival day).

• Off-load operations in Honolulu (approx. 1 day).

• Provide a written spill prevention and containment plan at least 45 days prior to sail date.

• Ensure correct quantity and types of equipment (forklifts, ramps, spill kits).

• Propose exact dates for the annual trip (typically July-August) by July.

• Participate in planning meetings.

• Provide a written stow plan (cargo inventory, layout, stowage map, loading/offloading sequence) 14 days prior to sail date.

• Provide closed shipping containers (estimated 15 per roundtrip) and open-deck/dump containers (estimated 10 open-deck, 15 dump per roundtrip).

• Provide a barge meeting specific requirements including single deck, drive-on/drive-off accessibility, capacity for government trucks, fuel trucks, containers, palletized cargo, vehicles, heavy equipment, and compliance with all safety and hazardous material regulations.

• Performance objectives include 0 validated defects for loading, off-load/re-load at destination, spill prevention, and barge requirements.

• Other tasks have a threshold of no more than 1 validated defect per year.

• Surveillance methods include 100% inspection and validated customer complaints.

• Contractor shall develop and maintain a Quality Control Plan (QCP).

• Period of Performance: One year, with annual barge services typically occurring between July and August.

• Place of Performance: Honolulu, HI, and Kalaupapa National Historic Park, Molokai, HI.

• Contractor personnel must present a neat and professional appearance and be easily recognizable.

• Contractor employees must be sponsored into the park with a valid permit, requiring submission of information at least 10 business days in advance.

• All operations must protect park resources and minimize environmental impact.

• Contractor is responsible for all travel costs and arrangements.

• No grocery stores or restaurants are available in Kalaupapa; all food and beverages must be brought in by the Contractor.

• Cell phone service is limited.

• Lodging is available only through State and Federal administrations.

• Compliance with State of Hawaii Department of Health rules and restrictions is required.

• Special Pandemic Procedures may be required.

• Contractor must comply with OSHA requirements and all applicable safety regulations.
