Scope of Work

- All necessary labor, materials, equipment (e.g., forklifts, ramps, spill kits), supervision, permits, licensing, and insurance.
- Loading operations in Honolulu, off-load/re-load operations at Kalaupapa NHP, and final off-load in Honolulu.
- Development and implementation of a written spill prevention and containment plan, and a detailed stow plan (cargo inventory, layout, loading/offloading sequence).
- Provision of closed shipping containers (estimated 15 per roundtrip) and open-deck/dump containers (estimated 10 open-deck, 15 dump).
- A barge meeting specific requirements: single deck, drive-on/drive-off accessibility, capacity for various government vehicles, heavy equipment, and compliance with safety and hazardous material regulations.
- Performance standards require 0 validated defects for critical operations (loading, off-load/re-load, spill prevention, barge requirements) and no more than 1 validated defect for other tasks. A Quality Control Plan (QCP) is required.
