  • For evaluation purposes, the potential six-month extension under FAR 52.217-8 will be considered equally for all offerors, using the rates from the last option period.

• Technical Acceptability:

  • Evaluated as "acceptable" or "unacceptable."
  • Based on the offeror's ability to meet all requirements and demonstrate a thorough understanding.
  • Quotations must clearly demonstrate capability.
  • Minimum required information and documentation must be submitted for offers to be considered responsive.

• Past Performance:

  • May be evaluated using provided references, USDA contract history, CPARS, and other government sources.
  • Ratings: Acceptable, Neutral (no record), or Unacceptable (documented history of failure).

• Quotations will be evaluated using LPTA criteria.

• Only the lowest priced offer will be evaluated for Technical Acceptability first.

• If the lowest priced offer is not technically acceptable or has unacceptable past performance, the next lowest priced offer will be evaluated, continuing in order until the lowest price, technically acceptable offer with acceptable or neutral past performance is identified.
