Statement of Work (SOW) / Performance Work Statement (PWS)

To provide testing and inspection services for the High Voltage System at Federal Correctional Institution (FCI) Herlong.

• Conduct testing and inspection of (17) Cutler Hammer Vacuum Circuit Breakers and the Cutler Hammer Unit Substation Transformer located at the Central Utility Plant, following manufacturer recommendations.

• Perform visual inspections on primary circuits and document load readings on primary transformers during peak load conditions.

• Adjust protective devices to reflect changes in load characteristics (relay calibration by qualified agency/manufacturer representative only).

• Arrange for electrical power downtime to perform maintenance, including tightening switchgear, transformer cable, bus connections, switchboards, switches, disconnects, automatic transfer switches, and generator cables.

• Clean switchgear, transformers, and panel enclosures using appropriate cleaning materials.

• Manually exercise all switching operations to ensure smooth operation.

• Inspect transfer switches per NFPA 100 and NFPA 70B.

• Remove all old existing equipment and materials from the institution property at contractor's expense and restore Federal property to its original state. Dispose of all removed items in compliance with all Federal, State, and Local requirements, providing certification for hazardous material disposal.

• All work must be completed, equipment tested, and adjusted per manufacturer recommendations and accepted by the Contracting Officer’s Representative (COR) and Contracting Officer (CO).

• Contractor performance will be evaluated in accordance with FAR Part 42.

• Service hours are Monday through Friday, 10:00 p.m. to 6:00 a.m., excluding Federal Holidays. Any work outside this schedule requires pre-approval.

• Contractor must adhere to the BOP’s tool inventory program.

• All contractors require picture ID/contractor badges and must comply with Homeland Security Directive (HSPD) 12.

• Security clearances must be submitted 30 working days prior to the start of work.

• Contractor employees shall wear required personal protective equipment.

• Contractor must provide three copies of the material safety data sheet (MSDS) for all materials used.

• Contractors are not allowed to bring cell phones, cameras, or two-way pagers into the Institution.

• FCI Herlong will provide minimal electricity (120V) and restroom services; all other utilities must be provided by the Contractor.

• In case of an Institution emergency, the Contractor will be instructed to secure all work and be escorted out.
