Evaluation
Award will be made to the offeror representing the best value to the Government, based on the Lowest Price Technically Acceptable (LPTA) criteria. Technical acceptability requires a detailed explanation of the offeror's ability to meet all requirements outlined in Section 3.0 of the Statement of Work; any exceptions may result in an unacceptable rating. Past performance may be evaluated using provided references, past USDA contracts, and CPARS. Offerors must hold prices firm for 90 calendar days from the date specified for receipt of offers.
