Statement of Work (SOW)

To provide annual comprehensive lead abatement and lead dust removal services for the Small Arms Firing Range (SAFR) at FORCECOM Armory Detachment Kodiak (FCA Kodiak). The goal is to ensure a safe, compliant, and operational environment for training activities by mitigating health and environmental hazards associated with lead accumulation, thereby supporting mission readiness and regulatory compliance.

• Annual cleaning service for the SAFR located at BLDG N63, Anton Larson Road, Kodiak, Alaska 99615.

• Utilize High-Efficiency Particulate Air (HEPA) vacuums and wet methods for cleaning range surfaces and removing settled lead dust and lead debris.

• Contractor must provide all labor, materials, PPE, equipment, personnel, and services, except for Government Furnished Resources.

• Cleaning includes concrete surfaces from the firing line to the backstop, areas where lead may be tracked, staging area, storage area, and inside the classroom.

• Dry sweeping is prohibited.

• Initial air monitoring to establish a baseline.

• Minimum of nine (09) dust wipe samples collected prior to cleaning and analyzed by a third-party laboratory.

• Minimum of four (4) air samples collected during cleaning operations.

• All air samples submitted to an accredited laboratory within 14 calendar days for analysis.

• Results provided to the Contracting Officer and FCA Kodiak Technical Representative within 14 calendar days of receipt.

• Waste handling and disposal must comply with federal, state, and local regulations, including OSHA 29 CFR 1910.120.

• Toxicity Characteristic Leaching Procedure (TCLP) testing and disposal arranged by the contractor.

• Place of Performance: BLDG N63, Anton Larson Road, Kodiak, Alaska 99615.

• Period of Performance: One base year (August 1, 2026 - July 31, 2027) with two one-year option periods.

• Annual cleanings must be scheduled at least 45 calendar days in advance and be a minimum of five months apart.

• Cleaning services provided between 8:00 AM and 4:00 PM Monday through Friday (excluding Federal Holidays), not to exceed four days per cleaning.

• Contractor personnel must be qualified and trained in lead hazards (OSHA 29 CFR 1926.59) and possess a 40-hour HAZWOPER certification (OSHA 29 CFR 1910.120).

• A Competent Person, as defined by OSHA 29 CFR 1926.62, must be on-site.

• A Project Manager must be designated and available.

• Contractor employees must comply with Government identification and conduct requirements.
