This request is for the purchase of the Annual License Fee for the CERS J6530 software which
includes maintenance, technical support, and product updates for one year (Renewal Period:
(1/15/2026 - 01/14/2027). The J6530 application that USDA, AMS, COTTON & TOBACCO PROGRAM customers use was custom written by ComForte Inc. No other vendor would be able to support it because it is a proprietary piece of software written specifically for the Cotton Electronic Recording System (CERS) and the HPE Nonstop Platform. According to Government Point of Contact for ComForte Inc – Marion Sanders; “Comforte owns the intellectual property of this product” (per email dated 12/29/25).
RFO FAR 12.201-1 Simplified procedures will be used for awarding the contract. The anticipated award date is January 15, 2026.
The intended source for this acquisition is Comforte Inc.
The proposed contractor, Comforte Inc.is the sole provider of the proprietary software solution required to fulfill the Government's needs. This software is copyrighted and constitutes the intellectual property of Comforte Inc. and therefore cannot be replicated, resold, or modified by third-party vendors without violating intellectual property rights.
