Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this contract is to have a qualified contractor inspect and recertify all weight handling equipment listed in Section 2.4 at USCG Base Ketchikan, and to provide detailed documentation of any deficiencies found to support future corrective actions by the Government.

The Contractor shall provide all personnel, labor, materials, equipment, tools, supervision, and transportation necessary to perform annual inspections, functional testing, and certification of specified cranes, hoists, and lifting devices. This includes affixing certification tags to compliant equipment and providing comprehensive reports. The contract price is all-inclusive of travel, lodging, and per diem. Repair or troubleshooting services are not included.

• Inspection and Testing: Inspect and functionally test each piece of equipment listed in Section 2.4 in accordance with specified compliance documents (Manufacturer Specifications, 29 CFR Parts 1910, 1915, 1926, EM 385-1-1).
• Mobile Crane Inspection: The Grove RT770 mobile crane must be inspected by an OSHA-defined "competent person."
• Physical Certification Tags: Affix durable, waterproof tags to compliant equipment, showing load rating, inspection date, and inspector credentials.
• Individual Inspection Forms: Provide a completed and signed inspection form for each device.
• Final Deficiency Report: Submit a consolidated electronic report within five (5) business days of onsite inspection, detailing equipment inspected, methods used, identified deficiencies, and recommended corrective actions.

Includes an Automotive Lift, Bridge Cranes, Monorail Hoists, an A-Frame, and a Mobile Crane (Grove RT770).

• Period: Base Year (starting on or before September 1, 2026) with work completed within 45 calendar days. Four (4) subsequent one-year Option Periods are included.

• Place: USCG Base Ketchikan, 1300 Stedman Street, Ketchikan, AK 99901.

• Qualified Personnel: Services must be performed by qualified and certified personnel meeting OSHA requirements.

• Compliance: Adherence to USCG Base Ketchikan regulations, policies, and procedures, including safety, security, and environmental protection.

• Personnel Conduct: Professional appearance required; DHS or USCG insignia prohibited; no weapons permitted.

• Handling Critical Deficiencies: Immediately stop work on items with critical deficiencies, notify the Technical POC, and document in the final report.

• Government-Furnished Resources: Access to facility, equipment, and Government-owned test weights/rigging.

• Contractor-Furnished Resources: All other necessary facilities, materials, tools, labor, supervision, and transportation.
