Annual Training Portable Toilets

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable toilet services, including cleaning, restocking, and handwashing stations, to support the 197th Field Artillery Brigade (FAB) field training at Fort Drum, New York.

• Provide portable toilets suitable for outdoor and inclement weather use.

• Furnish toilet tissue rolls and hand sanitizer within the portable toilets.

• Provide stocked hand wash stations with the portable toilets.

• Service includes cleaning and restocking of portable toilets and hand wash stations on specified dates.

• Contractor shall respond to and move existing portable toilets within 48 hours of request.

• Period of Performance (PoP): Two weeks and two days, from May 31, 2026, to June 15, 2026.

• Place of Performance: Designated locations on Fort Drum, New York.

• Services to be provided Sunday through Saturday, 0730-1630, excluding recognized US holidays or government facility closures.

• Delivery of requested portable toilets and handwashing stations by 0800 on the start date, removal any time on the last day. Meets standard 95% of the time.

• Cleaning and restocking of portable toilets and hand wash stations on specified days. Meets standard 95% of the time.

• Contractor shall develop and maintain an effective Quality Control (QC) Plan, submitted within 10 days of contract award.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• All contractor employees requiring installation access must complete Awareness Training (AT) Level 1 and iWATCH training within 30 days of contract award or new employee start.

• Employees must comply with all installation access, security, and traffic regulations.

• Contractor shall designate a Contract Manager (CM) with written notification to the Contracting Officer (KO).

• Contractor employees must identify themselves as contractors and ensure all documents are marked as contractor products.

• Zero tolerance policy for trafficking in persons.

• Compliance with Organizational Conflicts of Interest (OCI) regulations.
