• Document Precedence: In case of conflict, amendments take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/master procurement specification, invoked STRs, drawings, and then specifications. Section C takes precedence over Section D.
• Waivers/Deviations: Requests for delivery date extensions or waivers/deviations on critical contracts must be justified with an explanation of the cause, proposed consideration, and an evaluation demonstrating no impact on quality, form, fit, or function. These requests require Government Quality Assurance Representative (QAR) comment and PCO approval.
• NOFORN: Drawings, specifications, or related technical documents cited in the IRPOD are subject to special export controls and require prior approval from the Naval Sea Systems Command for transmittal to foreign governments or nationals.
• DD Form 1423: Detailed instructions are provided for completing and understanding the Data Item Description (DID) form, including distribution statements and pricing groups.
