Purpose & Scope
USASAC SAMD manages FMS cases and seeks to fulfill Colombia's requirements across three distinct FMS cases. The market research aims to identify certified sources capable of delivering the specified hardware. Responses will help determine the procurement method, potentially including small business set-asides or full and open competition. A single award contract is anticipated if a requirement materializes.
Required Capabilities
Respondents should describe their ability to satisfy the requirements for each case, including Rough Order of Magnitude (ROM) price and availability (P&A) information:
- Case 1 (37 units): AN/PVS-31D Binocular Night Vision Systems (NSN 5855-01-685-2918) with White Phosphor Image Intensifier Tubes (FOM 1600-1800). Each system includes a viewer kit, carrying case, 2 eye cups, 2 lens caps, shoulder strap, lens paper (1 pack), operator's manual, quick reference guide, and a Wilcox G24 Helmet Mount.
- Case 2 (19 units): AN/PVS-31D Binocular Night Vision Systems (NSN 5855-01-685-2918) with White Phosphor Image Intensifier Tubes (FOM 1600-1800). Each system includes a viewer kit, carrying case, 2 eye cups, 2 lens caps, protective glasses, lens paper (1 pack), operator's manual, quick reference guide, and a Wilcox G24 Helmet Mount. Also required are 1 Compact Nitrogen Purge Kit (9T1004), 1 Specialized Tool Set (14T1001, NSN 5855-01-689-9116), and 1 Night Vision Tool Kit (269776, NSN 5855-01-443-6806).
- Case 3 (44 units): AN/PVS-31A Night Vision Devices (BNG-001-A28) with White Phosphor Image Intensifier Tubes (FOM 1600-1800), 2 Image Intensifier Tubes (BNG-020-A28, FOM not exceeding 2000), and 44 G24 Helmet Mounts (28300G24-B).
Submission Requirements
Interested parties must submit:
- Company name, address, CAGE Code, and UEI (must be SAM registered).
- Point of Contact name, department, phone, and email.
- Identification of past/current services matching specified capabilities.
- Capability to act as a single provider, including ROM cost and delivery time. If subcontracting/teaming, describe the administrative and management structure.
- Responses, including capability statements, must be in Microsoft Word or PDF and emailed to Milena Pomocka (milena.pomocka.civ@army.mil). Reference the sources sought number in the subject line. Do not submit classified material.
Special Requirements
Any resulting contract is anticipated to be Unclassified and require Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self), with a potential for CMMC Level 2 (C3PAO) after November 10, 2026. Contracts must also comply with the Berry Amendment (DFARS clauses 252.225-7008 and 252.225-7009).
