The Army Contracting Command-Detroit Arsenal (ACC-DTA), Ml intends to award a sole source, firm-fixed price purchase order for the procurement of commercial licenses for ANSA/EPILYSIS/META Local Network License, ver.25.X on PC?s with Linux glibc3.3 or later, OpenGL PCs with Windows 7/8/10/11, OpenGL maintenance service and support(telephone, On-line), software and documentation revisions and updates. Period of Performance: This acquisition will include one (1) 12-month base year and two (2) 12-month option years. The proposed contractor is: BETA CAE Systems USA Inc.,29800 Middlebelt Road, Suite 100, Farmington Hills, Ml 48334 UEI: CAGE: 45Q14. Unless evidence is produced otherwise by an authorized reseller of manufacturers software, this procurement will be awarded without discussions as a sole source award to BETA CAE Systems USA Inc. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Specifically, FAR 6.302-1(c) provides that a brand name item can be obtained if the use of the brand name is essential to the Government?s requirements; thereby precluding consideration of a product manufactured by another company.
