Government Furnished Information (GFI) Access & Terms
Access to the Unclassified Bidder's Library (via NSERC) or DoD Safe is available for the Draft RFP and other GFI. To gain access, companies must submit a signed Unclassified Terms of Use Agreement and DD2345. The Terms of Use Agreement (updated April 22, 2026) outlines strict conditions for handling AN/SPY-6(V) GFI, including:
- Information Control: Limited distribution to DoD and U.S. DoD contractors.
- Export Restrictions: Subject to Arms Export Control Act and Export Administration Act.
- Usage Restrictions: Prohibits unauthorized duplication, transmission, or disclosure outside the U.S.
- Record Keeping: Companies must log all copies, distribution, and destruction.
- Destruction: GFI must be destroyed by September 30, 2026, unless a proposal is submitted for a subsequent solicitation. Certification of destruction is required.
- Acknowledgement: Bidders must acknowledge and accept these terms, with the Facility Security Officer signing the agreement.
