• Provisions: Includes FAR clauses such as 52.212-1 (Instructions to Offerors), 52.212-2 (Evaluation), 52.212-4 (Contract Terms and Conditions), and 52.252-1 (Solicitation Provisions Incorporated by Reference).
• Evaluation Factors: For this solicitation, FAR 52.212-2 is not applicable. Award will be based on a sole source determination to Chelton Avionics, Inc., focusing on fair and reasonable pricing and affirmative responsibility. If other responsible sources emerge, evaluation will be lowest-priced, technically acceptable (LPTA).
• Technical Acceptability: Evaluated as "acceptable" or "unacceptable," requiring new manufactured commercial items from an OEM or OEM-approved source, with documentation of authorization, traceability, and a Certificate of Conformance (COC).
• Price: Offerors must provide pricing, including any quantity or prompt payment discounts. Evaluation will determine if the price is fair and reasonable.
• Security Prohibitions and Exclusions: Includes provisions related to covered telecommunications equipment/services, FASCSA orders, Sudan and Iran prohibitions, and restrictions on certain foreign entities.
• Quality Assurance: Outlines requirements for immediate notification of conditions affecting product conformity, contractor quality control manuals, and changes impacting the product.
• Packaging and Shipping: Specifies packaging materials (no popcorn, shredded paper, etc.) and provides shipping instructions to the USCG Aviation Logistics Center in Elizabeth City, NC.
• Inspection and Acceptance: Material inspection and acceptance will be performed at destination by USCG personnel. A Certificate of Conformance (COC) is required for all items.
• Invoicing: Instructions for submitting invoices and DD-250 forms, including SAM active status requirement.
