• Invoicing: Payment and invoicing inquiries should be directed to the U.S. Coast Guard FINCEN. Electronic invoicing is required via IPPCUSTOMERSUPPORT@FISCAL.TREASURY.GOV.

• FAR Clauses: Numerous FAR clauses are incorporated by reference, including but not limited to:

• Payment: Payment requests must be submitted electronically using the Invoice Processing Platform (IPP), unless alternate procedures are authorized in writing.

• Offeror Representations: FAR 52.212-3 must be submitted with the quote.

• SAM Registration: Required for award.

This is a combined synopsis/solicitation for commercial items, specifically for Antenna Tuning Units. The United States Coast Guard Surface Forces Logistics Center requires these items to be delivered by November 26, 2026. This procurement is conducted on a brand name basis, exclusively for products manufactured by RHODE AND SCHWARZ INC.

• Brand Name: Only products manufactured by RHODE AND SCHWARZ INC will be accepted.

• OEM Authorization: Vendors must provide a letter from the Original Equipment Manufacturer (OEM) stating they are an authorized distributor/re-seller. Failure to do so will result in the offer being deemed non-responsive.

• Preservation, Packaging & Marking: Shall be in accordance with MIL-STD-2073-1E W/ CHANGE 17, METHOD 10 and MIL-STD-129R W/ CHANGE #2. Each unit must be individually packaged in a wooden crate, wrapped in plastic with desiccant, and secured to prevent shifting. Crates must protect against damage during commercial carrier shipment. U.S. COAST GUARD APPROVED LABEL required with specific information (NSN, Item Name, Part Number, PO Number, "COAST GUARD SFLC MATERIAL", Condition (A), Quantity, Unit of Issue).

• Shipping: FOB DESTINATION REQUIRED.

• Ship To: USCG SURFACE FORCES LOGISTICS CENTER, 2401 HAWKINS POINT ROAD, RECEIVING ROOM- BUILDING 88, BALTIMORE, MD 21226. Deliveries accepted Monday-Friday, 8 am to 1 pm.

• Payment Terms: NET 30, in accordance with FAR 52.232-25 Prompt Payment.

• Invoicing: Must be processed through https://www.ipp.gov. Invoices for Purchase Orders awarded by Surface Force Logistics Center, Baltimore are to be submitted as non-PO in IPP. Include specific invoice information as detailed in the document.

• Quote Due Date: June 2, 2026, 11 AM EST.

• Evaluation Criteria:

  1. Technical Acceptability: Compliance with brand name, OEM authorization, packaging, preservation, marking, and delivery schedule.
  2. Price: Fairness and reasonableness. Total evaluated price includes shipping costs; separate shipping lines will not be considered.
  3. Past Performance: May be considered if available and relevant.
  4. Responsibility: Active SAM.gov registration, not debarred or suspended.

• Vendors must have an active registration in SAM.gov prior to award.

• This solicitation is issued under NAICS code 811210.

• Federal Acquisition Circular 2026-01, effective March 13, 2026, applies.

• A purchase order is anticipated as the award instrument.
