Scope of Work
The contractor will provide comprehensive worldwide CLS, encompassing:
- Program Management: Overall oversight and coordination.
- Logistics Support: Helpdesk, maintenance, and spares/repair management.
- Technical Sustainment: Operational, Safety, Suitability, and Effectiveness (OSS&E) analysis, test and evaluation, Configuration Control Board (CCB) support, obsolescence management, and systems engineering.
- Performance Monitoring: Tracking and reporting critical system performance metrics (e.g., System Availability, Mission Capable, MTBF rates).
- Data & Resource Management: GFM-A, materials, shipping, travel, computer resource support, Engineering Change Proposals (ECPs), cybersecurity, technical manual maintenance, and system upgrades due to technical refresh.
- Technical Requirements: Support for TMQ-53's capabilities including weather data collection (pressure, wind, temperature, precipitation, cloud data, visibility, lightning), geo-locating, automated compass, and an Iridium Satellite Communications System upgrade for METAR/SPECI observations.
- Performance Standards: Maintain 96% Operational Availability (Ao) worldwide, 90% on-time Helpdesk response, 98% inventory accuracy, 98% stock availability, and Mean Time to Restore Function (MTTRF) not exceeding 15 business days.
Contract Details
- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ).
- Period of Performance: A four-year base ordering and performance period with a six-month extension option.
- Estimated Maximum Value: $13,616,000.00.
- Set-Aside: Total Small Business Set-Aside. The NAICS code is 541990 - All Other Professional, Scientific, and Technical Services, with a size standard of $19.5M.
