This is a Request for Quote (RFQ) for a Purchase Order to replace one (1) domestic hot water heater at the United States Park Police Anacostia Operations Facility (AOF). The existing system has two gas-fired water heaters, but one has failed, causing the other to carry the full load and risking a complete disruption of hot water. The replacement will restore redundancy to the system.

• Replacement of one (1) PVI 225-gallon 199 MBH gas-fired water heater in the existing location.

• All labor, material, supplies, and equipment necessary for the replacement.

• The Scope of Requirements (SOR) is attached and outlines the specific services.

• Contract Type: Firm-fixed-price Purchase Order.

• Period of Performance: 30 days after receipt of order.

• Delivery Date: 08/31/2026.

• Estimated Value: Below the Simplified Acquisition Threshold.

• Proposal Submission: Quotes must be submitted electronically via email to Richard_burns@ios.doi.gov.

• Quote Due Date: June 16, 2026, by 4:00 PM EST.

• Evaluation Criteria: Best value continuum tradeoff process, using the Lowest Priced quote Technically Acceptable method.

• Technical Questions Due Date: June 15, 2026.

• This acquisition is a 100% set-aside for small businesses under NAICS Code 238220.

• Only responses from small businesses will be evaluated.

• Offerors must provide their SAM UEI# with their quote.

• A site visit is scheduled for June 10, 2026, at 9:00 a.m. at 1901 Anacostia Drive, SE Washington, DC 20019. Interested parties should notify Ernest Biggs via email to attend.

• Attachments include a Statement of Work (SOW) and a Price sheet.

• The government reserves the right to make no award.

This document is a price sheet for the "AOF Replace Domestic Water Heater" requirement. It is intended for bidders to fill out their proposed costs.

• CLIN 10: Replace Natural Gas Boiler
  • Materials (e.g., Water Heater, copper piping)
  • Labor (e.g., Laborer Regular, Plumber Tech Regular)
  • Overhead/Fee (e.g., G&A, Profit, Insurance & Bonding)
• Total Proposed Cost: Field to be completed by the bidder.

Bidders must use this sheet to detail their pricing for materials, labor, and overhead/fees associated with replacing the domestic water heater. The "Total Proposed Cost" section should be completed to submit pricing for CLIN 10.

Statement of Work (SOW)

To replace one existing domestic hot water heater at the Anacostia Operations Facility (AOF) to restore redundancy and ensure an uninterrupted supply of hot water.

• Remove and dispose of one existing 250-gallon 199 MBH gas-fired water heater.

• Supply and install one new PVI 225-gallon 199 MBH gas-fired water heater in the existing location.

• Supply and install a new thermal expansion tank.

• Connect the new water heater to existing plumbing within 5ft, including gas and water lines.

• Supply and install insulation for all installed pipes.

• Arrange for rigging and placement of the new water heater.

• Connect to existing power supply and run new conduit to the electrical panel.

• Fill, check for leaks, and start the new water heater.

• Location: Anacostia Operations Facility, 1901 Anacostia Drive, S.E. Washington, D.C. 20020.

• Period of Performance: June 22, 2026 – August 31, 2026.

• All material and equipment must be delivered, inspected, and approved prior to work commencement.

• Delivery schedules require approval by the Contracting Officer's Representative (COR).

• Any delays in lead times must be communicated to the COR.

• Electrical power will be provided at existing outlets for contractor use.

• As the facility is a United States Park Police station, proper identification must be displayed at all times.
