Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing commercial off-the-shelf (COTS), 100% digital instructional resources and technical support for the Department of War Education Activity's (DoWEA) AP® Literature and Composition classes systemwide. The goal is to support approximately 1,000 students and 40 teachers with resources aligned to the College Board Course and Exam Description.

• Alignment and Design: Provide digital resources aligned with the College Board AP® Literature and Composition Course and Exam Description.

• Student Resources: Offer instructional resources covering Big Ideas, Enduring Understandings, Course Skills, and Unit Guides 1-9, including reading and writing activities. Resources must support the study of literary works in English and develop student appreciation for literature's reflection of experiences and social structures.

• Supplementary Readers: Provide digital readers with diverse texts and excerpts to support engagement with course topics and themes.

• Teacher Resources: Deliver digital resources that integrate adopted materials, provide instructional strategies, address resource management, and offer research-based best practices for implementing the AP® program. This includes access for four above-school-level subject-matter experts.

• Assessments: Provide assessment activities that align with the AP® exam, including multiple-choice questions and free-response sections (poetry, short fiction, longer fiction/drama).

• Technical Support: Respond to service problems, product setup, upgrades, and troubleshooting via telephone or email within one business day.

• Digital Resources: Resources must be accessible 24/7/365, except for scheduled downtimes, with no more than one unscheduled downtime per semester. They must be PWS-compliant and integrate with DoWEA's learning management system (LMS) and Google Classroom via a single sign-on platform (ClassLink).

• Data & Security: Ensure all data is Government property, protected, and meets specific encryption and security standards. Personnel must complete privacy training.

• The contract is for a one-year bridge contract, with resources available for the life of the contract.

• Work shall be performed at the Contractor's facilities.

• Technical: Resources must be compatible with specified browser platforms (Chrome, Edge) and meet FedRAMP Level 2 standards. Software must be functional on standard DoDEA desktops without requiring administrative rights or external media.

• Data Management: Provide mechanisms for data integration and management, including a single point of contact for support.

• Cybersecurity: Comply with DoD cybersecurity requirements, including STIGs and RMF. Provide security patches and address vulnerabilities promptly.

• Nondiscrimination: Resources must be free of bias regarding race, color, religion, sex, national origin, or disability.

• Section 508 Compliance: Ensure all ICT conforms to Revised 508 Standards for accessibility.
