• Appliance Drayage Services: Includes providing all necessary management, tools, supplies, equipment, and labor for appliance drayage. This encompasses removing and replacing doors to facilitate appliance movement, connecting appliances according to manufacturer specifications, and handling any damages to appliances or property.

• Service Categories: The PWS defines six categories of service:

  • Category 1: Replacement of unserviceable appliances in on-base MFH, dormitories, and off-base quarters, including during Change of Occupancy Maintenance (COM). Involves picking up serviceable appliances from the warehouse, delivering, removing old units, installing new ones, and delivering faulty units to the repair shop or warehouse. Requires submission of an "Issue and Turn-In Receipt" within 24 hours.
  • Category 2: Regular delivery and installation for quarters with lock boxes or unoccupied pre/post dormitory renovations. Requires submission of an "Issue and Turn-In Receipt" within 72 hours.
  • Category 3: Warehouse-to-warehouse delivery and unloading.
  • Category 4: Appliance pick-up for salvage and delivery to the designated salvage site (Camp Kinser Bldg 600, DRMO) within five working days.
  • Category 5: Emergency refrigerator replacement within two hours outside normal working hours, including weekends and holidays. Requires provision of emergency contact information.
  • Category 6: Contractor no-show services, with a performance standard of no more than one missed appointment per 60 trips.

• Response Times: Specific response times are defined for each service category (e.g., 24 hours for Category 1 MFH, 72 hours for Category 2, 2 hours for Category 5 emergency replacements).

• Quality Control: Performance objectives are tied to standards of performance. Failure to meet performance thresholds indicates unacceptable quality control.

• Customer Complaints: No more than 1 valid customer complaint per 20 trips (Category 1).

• Discrepancies: No more than 1 valid discrepancy per 10 trips (Category 2).

• Pick-up/Transfer: 90% of pick-up (Category 3) and salvage transfers (Category 4) completed as scheduled.

• Emergency Response: 95% of emergency refrigerator replacements completed on time (Category 5).

• No-Shows: No more than 1 no-show per 60 trips (Category 6).

• Locations: Kadena Air Base Military Family Housing and Dormitories, Camp Courtney, Camp McTureous, Camp Shields, Camp Lester, Camp Foster, Camp Butler, Camp Kinser, Okuma Recreation Facility Dormitory, and various private housing units off-base on Okinawa, Japan.

• Contractor Personnel: Must provide a contract manager and alternate, a minimum of four qualified employees, two trucks, and necessary equipment. Personnel must have proper identification and gate passes. Off-duty military personnel may be subject to abrupt absence.

• Quality Control Plan (QCP): Contractor must provide a QCP detailing inspection systems, defect prevention methods, and record-keeping.

• Government Furnished Property: Includes facilities (office space) and materials (ducts, hoses, wire, appliances) as listed in Appendix D.

• Insurance: Requires Automobile Property Damage and Bodily Injury insurance, and vehicles must be inspected/insured per Japanese Compulsory Insurance requirements. Contractor is liable for damages.

• Safety: Must comply with OSHA, Japan Environmental Governing Standards, and provide protection to government property.

• Invoicing: Must be submitted electronically via the DoD Wide Area Workflow (WAWF) system.

• Environmental Controls: Must comply with applicable environmental laws and regulations.

• Security: Employees require identification and gate passes; background checks may be conducted. Contractor is responsible for key and code control.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial products, specifically Appliance Drayage Services at Kadena Air Base, Japan.
