This document provides responses to vendor questions regarding Solicitation - 140D0426Q0399, specifically concerning property appraisal and lot descriptions.

• Lot Identification: The map labels were adjusted to remove duplicates. The appraisal request is for Lots 1A through 1J and Lot 2, totaling 11 individual lots.
• Appraisal Approach: Lots should be appraised for individual retail values, not bulk value. Each lot's valuation should be based on its individual attributes, such as water frontage.
• Improvements: While the RFQ indicates improvements are to be included and appraised, upon further review, lots should be appraised as if vacant. Any found improvements should be identified and recorded but not included in the valuation conclusion. The contract allows for appraising the subject as vacant, with the use of a hypothetical condition if needed.

This clarification impacts how bidders should approach the appraisal of the property, emphasizing individual lot valuation and treating the property as vacant for appraisal purposes, despite initial indications of including improvements in the valuation.

Amendment / Modification

This amendment modifies Solicitation 140D0426Q0399 as follows:

• The RFQ (Request for Quotation) date has been extended from April 30, 2026, at 10 AM MDT to May 4, 2026, at 10 AM MDT.

• Vendor questions have been addressed (refer to attachment #1).

• A new item, 00010, has been added for "SUPPORT-PROFESSIONAL: REAL PROPERTY APPRAISALS" with a Product/Service Code of R411. The Period of Performance for this item is 05/16/2026 to 07/16/2026.

• The Final Delivery Date is now set at 165 days after award.

• The deadline for submitting offers has been extended to May 4, 2026.

• Bidders should note the addition of Item 00010 and its associated period of performance.

• All other requirements of the original solicitation remain unchanged.

Solicitation / RFP / RFQ

This Request for Quote (RFQ) is for market value appraisal services for a property located in Cantwell, Alaska (CWL_26_1). The appraisal report will be used by the Appraisal & Valuation Services Office (AVSO) and the Bureau of Indian Affairs (BIA) for lease negotiation purposes. The objective is to obtain an opinion of supported Market Value for the subject property.

• The primary deliverable is a narrative style appraisal report compliant with the Uniform Standards of Professional Appraisal Practice (USPAP) as of the Effective Date of Appraisal.

• The appraisal must include analysis of the Cost Approach, Income Approach, and Sales Comparison Approach, unless an approach cannot be developed, in which case the reason must be explained.

• Detailed analysis of subject property description, market factors, highest and best use, and adjustments to sale data is required.

• Written sale sheets for all comparables are required, including detailed information such as grantor/grantee, sale date, price, terms, motivation, exposure time, legal description, size, instrument type, assessor's parcel number, present use, highest and best use, re-sale information, location, access, utilities, topography, water frontage, zoning, aesthetics, hazards, site improvements, and structures.

• Photographs of the subject property and comparable sales are required.

• The appraiser must verify legal descriptions with survey maps and Title Status Reports (TSR).

• A three-year history of the use and occupancy of the subject property, and the last sale of the property, along with rental history, must be included.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: 120 calendar days from the date of Purchase Order (PO) award.

• Initial appraisal target date: 120 days from contract award date.

• Earlier delivery is preferable but not a requirement.

• Offer Due Date: April 30, 2026, 10:00 AM Mountain Time.

• Intent to submit a quote notification due: April 28, 2026, 10:00 AM Mountain Time.

• Submission of Quotes: Via email only to the Contracting Officer and Contract Specialist.

• Evaluation Factors: Technical Qualifications, Past Performance, and Price Quote. Technical Qualifications and Past Performance combined are more important than Price Quote.

• Award Basis: Best Value/Trade Off.

• Total Small Business Set-Aside.

• NAICS Code: 531320 (Offices of Real Estate Appraisers).

• PSC Code: R411 (Support-Professional: Real Property Appraisals).

• Offerors must have an active Unique Entity Identifier (UEI) and be registered in SAM.gov.

• The appraiser must hold a valid license as a Certified General Appraiser in good standing for the State of Alaska; temporary permits are not acceptable.

• Subcontracting of this assignment is not permissible.

• All work must be performed by the qualified principal appraiser; no subcontracting or re-assignment.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

• Attachments include SOW (CWL_26_1), RFQ Exhibits (Satellite Maps, Topo Map), and Wage Determination.
