Quick Summary
The Department of the Interior (DOI), through its Interior Business Center (IBC) Acquisition Services Directorate, is soliciting proposals for Real Property Appraisal Services for Mojave National Preserve (MOJA-MDLT) Groups 5 and 6 in San Bernardino County, California. This requirement is for a Total Small Business Set-Aside and involves appraising approximately 1,463.33 acres across two phases. The appraisal will determine the fair market value of the property for the National Park Service. Proposals are due April 17, 2026, at 3:00 PM Mountain Time.
Scope of Work
This Request for Quote (RFQ) seeks a market value appraisal of specific NPS tracts. The appraisal report must be delivered in two separate volumes:
- Phase 1: Encompasses approximately 299.96 acres.
- Phase 2: Encompasses approximately 1,163.37 acres. The appraisal must conform to USPAP and Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) 6th Edition. The intended use is to guide the National Park Service in establishing the fair market value of the property, clarifying that previous mentions of "fair market value rent" should be interpreted as "fair market value" for a fee simple appraisal.
Technical Qualifications
Offerors must possess a California appraiser license, demonstrate experience in vacant desert property appraisal, and have knowledge of UASFLA. Subcontracting is not permitted. A list of appraisal services provided for Federal agencies within the last 10 years is required for past performance evaluation.
