This document provides clarification regarding a Presidential Proclamation issued on March 25, 2013, concerning the First State National Monument, and its impact on lease renegotiations.

• Question: Whether existing "rights" to lease are still valid or if the Presidential Proclamation invalidates them.
• Government Response: The current lease was executed after the proclamation and remains in effect. The contract appraiser's task is to provide a market rent estimate and is not responsible for determining the permissibility of leasing by NPS.

This clarification addresses a specific aspect of valuation related to existing leases and a Presidential Proclamation, confirming the appraiser's role is limited to estimating market rent, not determining lease validity.
