• Evaluation will be based on a Best Value/Trade Off basis, considering Technical Qualifications, Past Performance, and Price. Technical Qualifications and Past Performance combined are more important than cost or price.

• Offerors must have an active Unique Entity Identifier (UEI) and be registered in SAM.gov.

• This acquisition is set aside 100% for Indian Small Business Economic Enterprises (ISBEE).
