Quick Summary

The Naval Air Warfare Center Aircraft Division (NAWCAD), under the Department of the Navy, has issued an informational notice regarding its intent to award a Firm Fixed-Price (FFP) sole-source contract modification to Raytheon Technologies Corporation (RTX). This modification, Phase 2 of contract N00421-25-C-0053, is for APX-119 Digital Control Panel (DCP) software modifications for F-5 Adversary aircraft. Capability statements are due by June 22, 2026, at 11:00 AM EST.

Scope of Work

This Phase 2 requirement will add the acquisition of four (4) software loader kits (Part Number E6715255-0505) and extend the period of performance of the existing contract to Fiscal Year (FY) 2027. The work involves software modifications to the Raytheon Digital Control Panel (DCP).

Contract Details

  • Type: Firm Fixed-Price (FFP) Sole-Source Contract Modification
  • Awardee: Raytheon Technologies Corporation (RTX)
  • Existing Contract: N00421-25-C-0053
  • Set-Aside: None (Sole Source)

Justification for Sole Source

RTX is identified as the Original Equipment Manufacturer (OEM), the sole designer, developer, and manufacturer with the requisite knowledge, technical capability, and technical data for the DCP software.
