This document is the "Indian Affairs Indian Economic Enterprise Representation Form." It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise (IEE)" as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480, "Acquisitions Under the Buy Indian Act." This representation is required in accordance with 25 U.S.C. 47.

• Offeror Representation: Requires the Offeror to represent that they meet the definition of an "Indian Economic Enterprise."
• Name of Federally Recognized Tribal Entity: Field for the name of the tribal entity.
• Name of the 51% (or greater) Owner of the IEE Firm: Field for the owner's name.
• Legal Business Name: Field for the legal business name of the offeror.
• Certifying Signature: Field for the signature of the certifying individual.
• Unique Entity ID (UEI): Field for the Unique Entity ID.
• Printed Name: Field for the printed name of the certifying individual.

Bidders must complete and submit this form to self-certify their status as an Indian Economic Enterprise. This is crucial for opportunities that are set aside or have preferences under the Buy Indian Act. The form requires specific business and ownership information. Failure to provide accurate information can lead to penalties. Contracting Officers may request additional documentation to verify eligibility at any point in the acquisition lifecycle.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure equipment for the removal and control of duckweed in three lagoons at St. Stephens Indian School, addressing issues of system clogging and constant upkeep.

Procurement of one (1) Boom with Pump and a hauling trailer. The required equipment includes:

• 50' Rope (1)

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and FAR Part 13. The Bureau of Indian Education (BIE), Division of Acquisitions, anticipates awarding a single Firm-Fixed Price purchase order for "Equipment for SSIS".

• The solicitation requires the offeror to provide "Equipment for SSIS".

• Products must be fully manufactured and available, not refurbished, grey market, or on backorder.

• Offerors must provide product specifications and proof of being an authorized distributor/reseller if applicable.

• Lead times for delivery must be clearly specified.

• Contract Type: Firm-Fixed Price purchase order.

• Delivery To: BIE - St. Stephens Indian School, 128 Mission Rd. PO Box 345, Saint Stephens, WY 82524.

• Delivery Date: 05/31/2026.

• Period of Performance: 03/20/2026 to 04/20/2026.

• Pricing: A firm fixed price is required, inclusive of all associated costs, removal/installation if applicable, and all Federal, State, and local taxes and duties.

• Questions Due: No later than 1600 CDT on March 9, 2026.

• Quote Due Date: No later than 1600 CDT on March 16, 2026.

• Submission Method: Quotes must be submitted via electronic mail to michelle.nahlee@bie.edu with the subject line: "140A2326Q0074 EQUIPMENT, (VENDOR NAME)".

• Evaluation Criteria: Award will be made to the Lowest Priced Technically Acceptable (LPTA) responsible offeror. Technical acceptability includes conforming to product specifications and demonstrating the capability to deliver fully manufactured, in-stock items with specified lead times. Price will be evaluated for completeness and reasonableness.

• This acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE) / Indian Economic Enterprises (IEE).

• Bids from both ISBEE and IEE will be accepted, with ISBEE bids considered first. If ISBEE bids are unreasonable or unacceptable, IEE bids will be considered.

• NAICS Code: 339999, All Other Miscellaneous Manufacturing.

• Size Standard: 550.

• Offerors must be registered in SAM.gov.

• All applicable FAR and DIAR provisions and clauses must be completed and submitted.

• E-mail attachments must be in PDF format and compatible with Microsoft Office software; no zipped files.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP).
