Submission & Evaluation
Proposals must be submitted via email to Chad Privett (chad.privett2@usdoj.gov) and organized into four volumes: Technical, Past Performance, Price, and Representations & Certifications. Award will be based on a best value tradeoff process. Evaluation factors, in descending order of importance, are: Technical Specifications, Delivery Time Frame, Past Performance, and Price. The first three factors are significantly more important than Price.
Key Requirements for Bidders
Offerors must be registered in the System for Award Management (SAM). Bidders are required to complete a Business Management Questionnaire detailing past contract performance and providing a bank reference. An ACH Vendor Enrollment Form is necessary for electronic payments. Personnel performing work under this contract may be subject to an NCIC (National Crime Information Center) background check, requiring completion of an "Authorization for Release of Information" form. Brand name equipment is not required; equal or superior products will be considered.
