Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for a Blanket Purchase Agreement (BPA) for delivered bulk fuel to the U.S. Fish and Wildlife Service (USFWS) Overflow National Wildlife Refuge (NWR) and Felsenthal NWR in Arkansas. The government intends to award a contract, purchase order, or delivery order for commercial items in accordance with FAR Part 12. Quotes from offerors unable to accept purchase orders or delivery orders will not be considered.

• Procurement of delivered bulk fuel.

• Specific fuel types include UB 1203, Gasoline Unleaded, 3, PG II, 87 Octane and/or NA 1993, and Diesel Fuel #2, 15 PPM Sulfur ULSD, Clear, Taxable, 3, PG III, NON BIO. This list is not all-encompassing.

• The BPA has an authorized limit of $150,000 for its life, with a not-to-exceed call limit of $10,000.

• Minimum amount per call is $1.00.

• Individual Field Station personnel are limited to $10,000 per call for supplies and $2,500.00 per call for non-construction services.

• Contract Type: Blanket Purchase Agreement (BPA).

• Period of Performance: 05/01/2026 through 04/30/2031.

• Estimated Value: The NAICS code (213112 - Support Activities for Oil and Gas Operations) has an associated value of $47.00 Million, and the BPA has a total limit of $150,000.

• Previous Contract: 140F0420P0350, awarded to SEWELL OIL COMPANY INC., for a maximum amount of $163,838.14.

• Submission Method: Quotes must be submitted via email to keith_rose@ios.doi.gov.

• RFQ Due Date: Monday, April 27, 2026, by 12:00 PM Eastern Time.

• Evaluation Factors: Offers will be evaluated based on technical experience, capacity, expertise, technical approach, management plan (key personnel and subcontractors), and past performance. Technical capabilities and past performance combined are considered significantly more than price. The government will also evaluate the reasonableness of pricing.

• Required Documents: Completed SF 1449, company information (address, phone, email, SAM.gov UEI), evidence of technical capabilities, past performance references (up to three), and a detailed breakdown of pricing.

• Anticipated Award Date: May 1, 2026.

• This acquisition is a Small Business Set-Aside.

• Offerors must be Registered, Active, and Eligible for All Awards in the System for Award Management (SAM.gov).

• Invoices must be submitted via the Internet Payment Platform (IPP) at https://www.ipp.gov.

Statement of Work (SOW)

This Statement of Work outlines the requirements for the bulk acquisition and delivery of fuel to the South Arkansas Refuge Complex.

• The vendor shall deliver, upon request, diesel and/or unleaded gasoline.

• Delivery locations include Felsenthal National Wildlife Refuge (5531 Highway 82 West, Crossett AR 71635) and Overflow National Wildlife Refuge (3858 Highway 8 E, Parkdale AR 71661).

• Deliverables include UN 1203 Gasoline Unleaded, 3, PG II, 87 Octane and/or NA 1993 Diesel Fuel, #2, 15 PPM Sulfur ULSD, Clear, Taxable, 3, PG III, NON BIO.

• The vendor must provide a delivery ticket identifying the product(s) delivered and quantity delivered.

• Deliveries must be made in a timely manner and adhere to the stipulations of the SOW.

• Fuel must be delivered to the appropriate tank(s).

• Quality control will be maintained according to industry standards.

• Period of Performance: March 15, 2026 – March 15, 2027.

• This acquisition includes an additional 4 option years.

• Normal duty hours are Monday-Friday, 7:00 a.m. - 3:30 p.m. Emergency contact information must be provided.

• Non-duty hours include evenings, weekends, and Government holidays.

• Total cost during the Period of Performance shall not exceed $30,000.

• The total offer/price per gallon from the vendor is requested.

• The contractor will be evaluated based on reasonable delivery schedule and adherence to the SOW stipulations.

Form / Attachment / Pricing Sheet

This document is a "Past Performance Survey" form intended for bidders to provide information about their previous contracts and subcontracts. It is used to assess a company's experience and capability in performing similar work.
