This document provides responses to vendor questions regarding the Janitorial Services opportunity.

• Square Footage: The total square footage to be serviced is approximately 900 sf for BAS facilities and 4000 sf for ARB facilities (including hallways and admin office areas).
• Restricted Areas: Laboratory spaces, animal holding areas, and other restricted-use rooms will not be cleaned by the janitorial company. Exterior areas beyond immediate entryways (e.g., covered walkways, loading areas, vestibules) will also not be cleaned, except possibly the front door glass entrance.
• Cleaning Supplies: All cleaning supplies and consumables, other than restroom paper products and soap refills, are to be contractor-furnished.
• Equipment: Some janitorial equipment (e.g., floor buffers, vacuums) is available on-site for use, which can be shown during a site visit. All other equipment is contractor-provided.
• Payment Timeline: The government's standard payment timeline is Net 30.
• Invoicing System: Invoices will be submitted through IPP (Invoicing, Payment, and Processing).
• Service Frequency: Services are expected to be monthly only. Prorated or partial-month invoices are not anticipated outside of the contract start and end dates.
• Bonds: Performance bonds and payment bonds are not required for this firm-fixed-price janitorial contract.
• Incumbent Contractor: The incumbent contractor is ECO-FRIENDLY CLEANING SPECIALIST, LLC.
• Incumbent Contract Amount: The current contract amount is $87,659.00.
• Service Hours: Services are scheduled Monday-Friday, 3:30 pm to 8:00 pm.

These clarifications provide specific details on the scope of work, required materials, and administrative procedures, which bidders should consider when preparing their proposals. The document also confirms that the contract is new and specifies the incumbent contractor and their contract value.

Statement of Work (SOW)

To procure janitorial services for the USDA Animal and Plant Health Inspection Service (APHIS), National Wildlife Research Center (NWRC) facility in Fort Collins, Colorado.

• Provide janitorial services including trash removal, sweeping, mopping, vacuuming, dusting, and glass cleaning.

• Services are required for reception/entry areas, offices, general areas, bathrooms, kitchens, hallways, and walkways.

• Specific cleaning tasks and frequencies are detailed for different areas (e.g., daily trash removal, weekly sweeping, monthly vacuuming).

• Includes cleaning of appliances, scrubbing and waxing floors annually, and restocking paper products.

• Control floor appearance, dust and clean horizontal surfaces, empty waste receptacles, and remove smudges.

• Restrooms are to be thoroughly cleaned and sanitized.

• All cleaning supplies must be environmentally preferable products.

• Contractor must meet minimum recommended content levels for recovered materials as identified by the EPA's Comprehensive Procurement Guidelines (CPG).

• The contract is for janitorial services at the NWRC facility in Fort Collins, Colorado.

• Janitorial services are available Monday-Friday, 3:30 pm to 8 pm.

• No travel is anticipated.

• Contractor must provide qualified, trained, and replacement custodial personnel.

• A qualified contract manager must be designated as the point of contact.

• Contractor employees must undergo a limited background investigation.

• Contractor employees must display a USDA issued Federal ID Card at all times.

• Lost or stolen government property must be reported immediately.

• Keys and badges must be safeguarded and returned at the end of the contract.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for janitorial services at the National Wildlife Research Center (NWRC) facility in Fort Collins, Colorado. The acquisition is a Total Small Business Set-Aside.

• Janitorial services at the NWRC facility.

• Services to be provided in accordance with the attached Janitorial SOW (Attachment 2).

• Contractor must provide cleaning products and solutions, floor cleaning and waxing equipment, and proposed staffing.

• All custodial staff must have valid identification for building access.

• Anticipated contract type: Firm Fixed Price.

• Period of Performance: One (1) 12-month base year and two (2) 12-month option periods, for a total duration not to exceed three (3) years.

• Pricing Schedule includes Base Year (0001), Option Period 1 (1001), and Option Period 2 (2001).

• Submission Requirements: Cover page with company name, POC, Unique Entity Identifier; Completed Pricing Schedule; Technical Capability information (cleaning products, equipment, staffing); Past Performance references.

• Evaluation Criteria: Quotes will be evaluated based on Price and Past Performance (lowest price technically acceptable).

• Key Deadlines: Questions due by February 16, 2026, 3:00 PM Eastern Time.

• Offer Acceptance: Offerors must hold prices firm for 90 calendar days from the receipt of offers.

• This acquisition is set-aside for small business concerns.

• Applicable NAICS Code: 561720.

• Small business size standard: $22 million.
