Purpose & Scope of Work
The A-E Contractor shall provide professional land survey services for the Cherokee National Forest. This includes, but is not limited to:
- Retracement and/or survey of National Forest and Congressionally Designated Area boundaries.
- Marking, posting, monumentation, recovery, reestablishment, and remonumentation of boundary and controlling corners.
- Maintenance or removal of previously marked boundary lines.
- Geodetic Control, Rights of Way, Easement, Engineering, and Resource Specific Site and Location Surveys.
- Drone mapping, preparation of surveyor’s reports, control diagrams, survey plats, Form 7100-52 Corner Records, and tract descriptions.
- Scanning and indexing of land and survey records. Specific project requirements will be outlined in individual firm-fixed price task orders.
Contract Details
- Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ)
- Number of Awards: Minimum of six (6), maximum of twelve (12)
- Period of Performance: Five (5) years from the date of award, including options.
- Total Contract Value: Not to exceed $9 million across all awarded contracts.
- Guaranteed Minimum: $1,000 within the first three years of each contract.
- Task Orders: Firm-fixed price, issued as needed.
Set-Aside & Eligibility
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- NAICS Code: 541370 (Cadastral Surveying Services) with a small business size standard of $19.0 million.
- Key Requirement: Firms must have a Registered Professional Surveyor(s) licensed in Tennessee, North Carolina, and Virginia where work is performed.
- Registration: Active and valid registration in SAM.gov is required.
- Conflict of Interest: A prime contractor cannot have a subcontractor who is also proposing as a prime.

Projects will be located within the Cherokee National Forest administrative lands in Tennessee (Polk, Monroe, McMinn, Cocke, Greene, Sullivan, Carter, Unicoi, Washington, Johnson Counties), North Carolina (Ashe County), and Virginia (Grayson, Washington Counties).
