Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain cadastral surveying services for lands within the Cherokee National Forest, covering specific areas in Tennessee, North Carolina, and Virginia.

• Locating, measuring, and marking Forest Service property boundary lines.

• Rehabilitation of existing boundary lines.

• Identification, verification, restoration, location, and monumentation of property corners.

• Surveying lines to connect, prove, or establish property corners.

• Rights-of-way and easement surveys.

• Preparation of surveyor’s reports, control diagrams, survey plats, Form 7100-52 (Corner Record), and tract descriptions.

• Engineering site surveys.

• Drone mapping and scanning.

• Other miscellaneous survey-related work.

• The contract will have a one-year base period with four one-year option periods, for a total duration not to exceed 5 years.

• Services are to be performed within the administrative boundaries of the Cherokee National Forest, North Zone (Watauga and Unaka Ranger Districts) and South Zone (Tellico and Ocoee Ranger Districts) in specified counties of Tennessee, North Carolina, and Virginia.

• Only firms with Registered Professional Surveyor(s) licensed in the state where work is performed will be considered.

• A Registered Professional Surveyor must perform field work for corner establishment and measurements.

• Contractors are responsible for employee safety, especially in remote terrain without cell coverage.

• Key personnel specified in the technical proposal must be used, with prior CO approval for substitutions.

• Government-furnished property (e.g., forms, maps, monuments) may be provided.

• Task orders will be issued as needed and will include specific statements of work, negotiated using Brooks Act procedures.

• Contract awards will be made using Unit Pricing. The Government makes no guarantee on the number or value of task orders.

• Awarded contractors may be subject to administrative decisions regarding future task order awards based on past performance.

• The Government reserves the right to solicit for additional contractors after the first option year.

Solicitation / RFP / RFQ

The U.S. Department of Agriculture, Forest Service Southern Region – Cherokee National Forest (R8-CNF) is soliciting for Non-Personal Architect-Engineer (A-E) Cadastral Survey Services. This is a small business set-aside action.

The contract will involve providing A-E services for cadastral surveying. Specific project requirements will be detailed in individual task orders. Services include, but are not limited to:

• Retracement and/or survey of National Forest Boundary and Congressionally Designated Area boundaries.

• Marking and Posting of National Forest and/or National Grassland Boundaries.

• Monumentation, recovery, reestablishment, and remonumentation of boundary and controlling corners.

• Maintenance or removal of previously marked boundary lines.

• Geodetic Control surveys, Rights of Way and Easement surveys, Engineering and Resource Specific Site and Location Surveys, General control surveys.

• Drone mapping.

• Preparation of surveyor’s reports, control diagrams, survey plats, Form 7100-52 Corner Records, and tract descriptions.

• Scanning and indexing of land and survey records.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) contracts.

• Number of Awards: Minimum of six (6), maximum of twelve (12).

• Period of Performance: Five (5) years from the date of award, including options.

• Total Contract Value: Not to exceed $9 million across all awarded contracts.

• Guaranteed Minimum: $1,000 within the first three years of each contract.

• Task Orders: Firm-fixed price task orders will be issued as needed.
